摘要
知识经济时代,高新技术产业带动经济结构调整和经济持续快速增长已成为全世界
经济发展的大趋势和新潮流,是一个国家或地区核心竞争力的重要标志。积极推动高新
技术及其产业的发展,将有利于区域竞争力的增强及区域经济的发展。当前,河北省经
济发展主要依赖于传统产业,高新技术产业发展处于起步阶段,影响我省高新技术产业
发展的问题主要是资金问题。目前,融资方式主要有政府资助、银行贷款、自有资金投
入、债券融资和风险投资等几种,但通过分析我省高新技术产业各阶段的特点发现,风
险投资是比较可行的融资渠道,是高新技术产业的发动机。风险投资在高新技术产业发
展中起到了举足轻重的作用,它通过加速科技成果向生产力的转化推动了高新技术产业
从小到大,由弱变强,进而带动了整个产业的成长,没有风险资本市场,就不可能有河
北省经济的大发展。因此,我省高新技术产业应努力寻找合理吸引和利用风险投资的途
径,更好地吸引和利用风险投资。
本论文围绕合理吸引和利用风险投资发展河北省高新技术产业研究这一中心议题,
运用财务管理学、管理学等理论,通过规范研究和实证分析,以及根据河北省的实际状
况对如何合理吸引和利用风险投资发展高新技术产业进行研究。首先分析我省高新技术
产业现行融资模式与风险投资的可行性。传统的融资模式很难促进高新技术企业的发
展,我省高新技术企业各阶段的特点决定了风险投资是最可行的融资渠道。其次,通过
理论和实证研究,分析风险投资对我省高新技术产业发展的影响。依据我省高新技术产
业与风险投资的发展现状,对两者进行了回归分析,并对实证结果进行合理解释。根据
与其他省份比较,认为风险投资对发展我省高新技术产业会起到很大的作用。之后,分
析出我省高新技术产业吸引和利用风险投资存在的问题。最后提出我省高新技术产业合
理吸引和利用风险投资的策略。本论文经研究得出结论为发展河北省高新技术产业是一
项困难的工作,它需要收集、整理、分析各种相关信息,找出制约其发展的原因所在,
并针对这些问题提出相应的策略。

Abstract
In the era of knowledge economics, the reconstruction of economics and the sustainable
and rapid development of economics promoted by the high technology industry has e a
new trend and are regarded as important indicators of petitiveness for a country and
a region..The development of high technology industry will help enhance the regional
competitiveness and economic development. Currently, the development of economic in
Hebei province is primarily relying on the traditional industries, whereas the high technology
industry is still in its infancy. The main factor affecting economic development in Hebei
province is the funding problem. Currently, there are several ways of financing, which include
government-funded financing, bank loans, self capital financing, bond financing and venture
capital. However, by analyzing the features of different stages of the high-tech industry, it is
suggested that the venture capital is the most feasible way
