论文提要
建立和谐社会是时代发展的总体目标,和谐社会的建立不仅要求人与人之间关系
的和谐,更重要的是人与自然要和谐相处,人类应该生存在一个生态友好型的社会及
环境中。我国生态环境建设的重大举措是退耕还林政策,它事关人与自然和谐关系的
建立,是我国和谐社会构建过程中不可或缺的组成部分。经历了十多年的发展,我国
退耕还林政策取得很大成就,生态环境亦有明显改善,退耕还林政策走到了一个历史
的节点,面临着何去何从的未来走向选择问题。本文从政策过程理论和行政生态环境
系统理论的研究视角出发,运用实证及比较的研究方法,通过设计直观简练的模型示
意图,在介绍退耕还林政策发生的条件及描述政策的基础上,阐述了政策终结、政策
更新等一系列基本概念,分析了政策终结与政策更新间存有的不同关系类型,进而通
过对理论层面和现实层面的差异性分析,得出了实现退耕还林政策在终结中更新的基
本路径选择。论文借助渐进主义、超渐进主义、理性主义等相关政策理念的指引,浅
要提出了一些具有阶段性特质的措施建议,旨在探索一种与动态行政生态环境相适应
的较为优化的政策终结与更新途径,从而为退耕还林政策的未来走向提供相应参考,
最终为我国实现生态环境建设的更好、更快发展做出绵薄贡献。

Abstract
The issue of harmonious society is very popular at this time which has inevitably set
a high standard request to the entire society not only about the harmony in human
relationship but also contains the harmony between human and nature, after all, we need a
friendly ecological environment. As a very important theory of a country's ecological
environment construction backbone and the harmony between human and nature,
Conversion farmland to forest policy is the most important part in our country building a
harmonious society process. At present, after a decade from the initial period of
development, China's policy on returning farmland is facing problems in its future
direction. This article is based on the policy process theory and administrative ecological
environment system theory, using vivid inct model schematic drawing methods to
carefully elaborate policy end, policy renewal, Conversion farmland to forest policy and so
on a series of basic concepts. There are many relationships between Policy End and Policy
Renewal, and according to the analysis of theoretical level and realistic level, this article
aims to obtain the basic route of Conversion farmland
