合肥市社会保障信息化研究
摘要

随着信息技术突飞猛进的发展和网络经济的出现,信息化管理已经成为当今世界经济
和社会发展的一个重要趋势,信息化建设已在各行各业中占据重要的战略位置。随着社会
保障体系建设步伐的加快,信息技术在社会保障领域的应用日益受到人们关注,推进社会
保障系统的信息化建设已成为整个体系建设的一项重要内容。
社会保障信息化是通过计算机、通信网络为主体的信息技术在社会保障体系领域中的
应用。信息化是整个社会保障体系的技术支撑,它涉及社会保障体系的各个层面,贯穿于
社会保障工作的各个环节。信息化运用电子技术手段,建立统一的、覆盖全国的社会保障
技术支持系统,实行现代化管理完成社会保障资金的缴纳、记录、核算、支付、查询服务
等工作,有助于改善服务手段、增加工作透明度、提高决策水平、加速社会保障科学化进
程。以人为本的社会保障,加上以市场取向的就业机制,频繁的企业设立和注销,大量数
据的纪录,如果没有信息化系统的支持,社会保障的许多工作都难以正常开展。安徽省把
金保工程列入了省“863”计划和“数字安徽”建设的重点工程,又把合肥市作为全国金
保工程示范城市,所以研究合肥市的社会保障信息化建设情况,对于加快整个安徽省的社
会保障的信息化建设,都有着十分重要的意义。
本文以研究合肥市社会保障信息化建设为核心,分为五个部分。第一部分引言,主要
是国内外有关社会保障信息化建设的研究综述;第二部分,对合肥市目前社会保障信息化
运用现状进行概述;第三部分,提出合肥市社会保障信息化的发展规划;第四部分,对合
肥社会保障信息化管理的详细分析和讨论;第五部分,对合肥社会保障信息化建设提出问
题和解决对策。
本文的研究成果对指导合肥市社会保障的信息化管理工作具有指导意义。同时对全国
其它兄弟城市的社会保障信息化工作也有一定的参考价值。

Abstract
Information management has been a significant trend of today’s economical and social
development in the world, as the rapid growth of information technology and the appearance of
net economy. Informationization construction plays an important role in every walk of life. As
the quicken of the construction of social security system, people pay more attention to the
information technology applied to social security. Boosting the informationization of social
security has e the key of the construction of the whole system.
The informationization of the social security is the application of the information
technology in the field of social security, such puter and munication. The
informationization is the techno-support of the whole system of social security, it refers to each
lay of the system, and rates to every step of the work. The informationiazation means
using digital technology to establish the uniform technology support system, which covers with
