技术和知识是企业生存和发展的基石是企业核心竞争力的重要组成部分
特有﹑新颖的技术能为企业带来超额的利润从而在市场竞争中占据优势独占
性是某项技术能给企业来超额利润的前提条件一旦技术丧失了其独占性变为
公共技术其产生超额利润的价值也就随之丧失技术独占性的丧失就是技术流
失
企业技术的流失是一个世界范围的问题其对企业的影响越来越大也越来
越受到包括企业在内的各方重视目前人员流动成为企业技术流失的一个主要
原因
本文从企业制度的角度探讨如何防范人员流动性技术流失正文主要由三
部分构成
第一部分主要介绍人员流动性技术流失的现状其影响的范围及带来的严重
后果
随着世界经济一体化步伐的加快在全球范围内企业人员流动的速度也在
加快人员流动造成的技术流失已经成为包括企业在内的各方重视的问题人员
流动性技术流失是技术流失的主要方面严重干扰企业的决策和经营
第二部分主要分析人员流动造成企业技术流失的原因
人是技术和知识的载体由于人与技术的特殊关系人员流动难免产生技术
的流动人员流动从几个方面引发技术流失
第三部分主要从企业制度建设方面提出解决该问题的方案
可以从几个方面减少人员流动性技术流失建立人力资源信息管理系统建

技术类商业秘密文件的管理签订竞争禁止合同

ABSTRACT

Technology is the base for enterprises’ developing and surviving. It
is a very important part pany’s petence. Special or new
technology can bring pany extra profits that give them advantage
pete in the market. Exclusive occupation is the precondition of
extra profits. Once a special technology loses its exclusive occupation,
mon technology, it will lose its extra profits. Usually the
loss of extra occupation of a technology is equal to the loss of this
technology.
The loss of technology panies is a worldwide issue. It deeply
panies in many ways. At present, personnel flow is a main
cause of the loss of technology.
The paper is trying to discuss, from the angle of the system of a
company, how to prevent the loss of technology due to personnel flow. It
consists of three parts:
The first part mainly introduces the current situation of the loss of
technology due to personnel flow, the coverage of its affect and its serious
effects. With the quickening of the economic integration paces in the

world, the speed of enterprise personnel flow is also accelerated too. The
technological loss caused by personnel flowed had already e an
issue that we must pay attention to.
