基于日本经验发展我国环保产业对策研究

摘要
环境与我们的生活息息相关,是人类赖以生存和发展的基础。第二次工业革命以后,
随着世界各国经济的快速发展,资源消耗加剧,环境问题也日益突出,生态环境污染和
破坏日益严重。改革开放之后,我国经济的增长是以巨大的资源浪费和环境污染为代价
的,经济发展与环境保护的矛盾日益突出,这严重影响了我国可持续发展的实现,更是
增加了我国节能减排的压力。如何实现经济与环境协调发展,是当今世界各国面临的共
同问题。实践证明,大力发展环保产业是解决该问题的有效途径。发达国家的环保产业
起步早、发展快。作为其典型代表,日本在保持经济增长的同时,有效地协调了与资源、
环境的发展,如今,日本已经形成了相当完善的环保产业发展体系。
本文从环保产业的理论和现实分析入手,立足我国环保产业的发展现状,比较我国
环保产业与日本环保产业的异同,深入分析了日本环保产业发展的成功经验及其内在原
因,并根据环保产业的属性,对我国政府政策、产业环境等方面的进行分析,探索出市
场经济条件下我国环保产业的发展对策,以期对我国环保产业的发展具有积极的参考意
义。
本文的主要研究内容:从环保产业的一般理论分析入手,分析了我国环保产业的发
展现状;探讨了日本环保产业发展的成功经验;对中日两国环保产业发展环境和条件做
了比较,指出了中国环保产业发展条件的特殊性;提出我国环保产业发展的对策建议,
认为我国要发展环保产业,就必须不断完善市场运行机制、政府运行机制和公众参与机
制的综合体系。

Abstract
Environment is closely related to our life, it is the base of human to survive and
the second industrial revolution, with the world economy developed rapidly, the
consumption of resources intensifies, environmental problems have e increasingly
prominent, ecological environment pollution and destruction e increasingly serious.
After the reform and opening, our country ’s economic growth is at the cost of huge waste of
resources and environmental pollution, the contradiction between economic development and
environmental protection are increasingly prominent. It is affecting the realization of
sustainable development in our country, also increased the energy conservation and emission
reduction pressure in our country. How to coordinate the development of economy and
environment is a major problem the world faced currently. Practice has proved that the
development of environmental protection industry is a effective way to solve the problem.
