金融危机背景下中国应对美国贸易保护主义的对策

摘要
2007 年次贷危机在美国全面爆发,此次危机不仅给美国银行业和金融服务体系造
成了严重的冲击,同时也波及到了美国的实体经济。受金融危机影响,美国经济增长明
显放缓甚至出现停滞衰退状态,国内市场低迷,信贷市场紧缩,破产企业明显增多,就
业形势严峻。在这种形式下,美国出台了具有强烈贸易保护主义色彩的“购买美国货”
条款,还频频对华发起“双反”调查和特保措施。
文章系统地分析了金融危机背景下美国贸易保护主义问题,并提出了中国的应对策
略。论文的第一部分指出了文章的研究背景和研究意义;第二部分阐述了金融危机背景
下美国在货物领域、产业领域、投资领域、金融领域和劳动力雇佣领域的表现,并根据
这些表现总结了美国贸易保护主义的新特征,包括保护主义范围更加广泛、保护手段更
加多样、保护形式更加合法化、隐蔽化等;第三部分深入分析了金融危机背景下美国实
施贸易保护主义的经济因素和政治因素;论文的最后针对金融危机背景下美国贸易保护
主义的表现、特征和实施原因,提出了中国政府和企业的应对策略。
本文以美国单个国家为研究对象,全面系统的分析了金融危机背景下美国贸易保护
主义问题,并提出了新形势下中国的应对策略,对于中国应对美国贸易保护,实现出口
的可持续增长具有重要意义。

Abstract
In2007, financial crisis broke out widely. It had a severe impact on the . banking
system、financial services system and real economy. In the impact of the crisis, the economy
of . increased no longer, even began to fall off. In ., the domestic market is weak; the
credit market is tight; the number of the bankrupt enterprise is increasing significantly and the
job market is severe. Under this condition, . published the provision of the "Buy
American” and adopted trade protection measures continuously.
The article researched the problem about the trade protectionism of United States under
the background of the financial crisis deeply and systematically, and provided the suggestions
to China. In ChapterⅠ,the author introduced the background and the meaning of the article;
In ChapterⅡ, the article first described the main performance of . trade protectionism in
the field of goods、industry、investment、finance and labor force, and then summarized the
new features of the trade protection. In ChapterⅢ, the author analyzed the economic and
political focus of the . to implement trade protectionism; In Chapter Ⅳ, according to the
performance、new feature and the reasons of the . trade protectionism under the
background of the financial crisis,
