医院财务管理是通过成本控制来衡量经济管理活动绩效并纠正差异,达到降低成本、提高效率、满足患者医疗服务需求的目的的。科学地测量和评估医院财务绩效,是实施医院科学管理的基本前提之一。
本文首先总结了公立医院财务绩效评价的特点、经济增加值的计算方法、经济增加值绩效评价的基本框架体系以及对医院财务绩效评价的意义,然后分析了目前公立医院财务绩效评价方面存在的问题,进而提出了公立医院运用经济增加值评价方法评价财务绩效的方法,并通过具体案例分析,论证了基于经济增加值的公立医院财务绩效的评价结果,得出EVA对公立医院财务业绩评价方面能起到十分重要的改进作用,最后指出了经济增加值在公立医院财务绩效评价中的需要注意和改进之处。

Abstract
The hospital’s financial management is measured by the cost control of hospital management activities, so through correcting economic performance to reduce production cost, improve efficiency, and meet the medical services needs of patients. Surveying and estimating the hospital’s performance evaluation scientifically is one of the basic conditions to do hospital management.
This paper firstly summarized the hospital’s financial performance evaluation , the basic framework of economic value added (EVA) evaluation and the significance of hospital performance evaluation. Then, through the analysis of the current public hospitals in financial performance evaluation, it got the economic evaluation methods in financial management application. Subsequently, by analyzing concrete case, it illustrated the evaluation result of hospital financial performance based on EVA evaluation, confirming the importance of EVA used in the hospital financial performance evaluation. Finally, it pointed out inadequacies that need subsequent improvements for EVA used in the evaluation of public hospitals.
