建立、健全农村养老保险制度是和谐社会建设中重点关注的民生问题。充足、安全的资金保障是农村养老保险的发展与完善的基础。但在目前农村养老保险资金筹集与管理实践中,资金缺口与管理低下已经成为制约农村养老保险进一步发展的瓶颈。
本文通过对嘉兴地区农村社会养老保险进行调查,对嘉兴地区农村养老保险筹资的现状进行分析,以农村养老保险的筹资模式和基金来源为主导,结合嘉兴地区的特点,分析嘉兴地区农村养老保险基金筹集过程中存在的问题,以及造成这些问题的原因,并对嘉兴地区农村养老保险基金筹集问题提出解决方案。

Abstract
Establish and perfect the system of rural endowment insurance is focus on the construction of harmonious society's problems. Enough, security funding is the development of rural endowment insurance with perfect base. But in the present rural endowment insurance fund raising and management practice, low funding gap and management constraining rural endowment insurance has e the bottleneck of further development.
This article through to in rural society endowment insurance in jiaxing investigation of jiaxing areas, the rural old-age insurance fundraising by analyzing the current situation of rural endowment insurance, the financing mode and fund sources for leading, combining the characteristics of jiaxing area, analyzes in rural endowment insurance fund in jiaxing to raise the problems in the process of bringing these problems, and the reasons, and rural areas of jiaxing endowment insurance fund raise questions proposed solutions.

一、引言
现代社会是一个高风险社会。在市场经济条件下,“农民”是现代职业体系之外的一种高风险“职业”。建立、健全农村养老保险制度是和谐社会建设中重点关注的民生问题。充足、安全的资金保障是农村养老保险的发展与完善的基础。但在目前农村养老保险资金筹集与管理实践中,资金缺口与管理低下已经成为制约农村养老保险进一步发展的瓶颈。
