城镇职工医疗保险制度改革的现状、问题与对策
摘要:中国实行改革开放政策以来,国家更加关注社会经济发展,提出构建和谐社会,以人为本的执政理念。自1998年国务院颁布《关于建立城镇职工基本医疗保险制度的决定》,政府不断探索和尝试医疗改革新方案,但随着医保改革的深入发展,医疗保险覆盖率低,医疗资源配置不合理、效率低下等问题显露出来。因此,本文针对城镇职工医疗保险制度存在的问题,采用实证研究和比较研究的方法,以党的十七大精神为指南,对新时期医疗保险制度存在的问题进行深入剖析,并在借鉴国外医疗保险的基础上,提出了完善城镇医疗保险制度的对策建议。

Status quo、Problem and Countermeasure of the hospitalization insurance system of Urban Employees

Since China carried out the policy of reform and opening-up, the government was paying more attentions to the development of society and put forward the reigning ideal of building an harmonious society and oriented- Department promulgated《the decision about building the basic hospitalization insurance system on town employees》in ,the government was probing into and attempting the new methods to reform hospitalization insurance constantly,but with the reform of hospitalization insurance system 's developing deeply,the peobloms such as low insurance coverage、irrational allocation and inefficiency about medical resources came at the existent problom of the hospitalization insurance system on town employees,the text carrys at the method of empirical study parative study,takes the spirit of the 17th CPC National Congress as the existent problom about the hospitalization insurance system in new era and referring the overseas experiences on hospitalization insurance,the article raises some
countermeasures and suggestions on improving the urban medical insurance system.
