高等教育国际化背景下中外合作办学管理机制研究

摘要
高等教育国际化是如今全球经济、文化、政治交流的一个重要组成部分,
是指高等教育要面向现代化,面向世界,面向未来,已经成为当今世界高等
教育发展的一种趋势。世界各国通过高等教育领域的合作与交流,达到互利
互惠,各取所需的目的。通过合作,共同促进世界各国高等教育的健康、有
序发展。中外合作办学正是产生于高等教育国际化这一背景下,中外合作办
学的兴起和发展必将会对我国的高等教育产生深远的影响。中外合作办学是
我国高等教育学习和借鉴国外先进经验和管理机制的重要手段。通过中外合
作办学的开展,可以引进国外优质教育资源,加强师资队伍建设,改进学科
专业建设,培养国际化人才。但在实际合作办学的过程中,由于文化传统、
教学理念和管理机制等方面存在的差异和不同,中外合作办学管理过程中必
然会出现各种各样的矛盾和问题,本文分析了我国中外合作办学现状、取得
的成绩和存在的问题,并针对存在的问题,从项目管理、教学管理、课程管
理、师资管理、学生管理等角度对如何构建合理的中外合作办学管理机制进
行了分析研究,提出了优化中外合作办学管理机制的对策和建议,并结合中
外合作办学管理机制,对黑龙江科技学院中外合作办学成功案例进行了分析
总结,阐述了中外合作办学管理理论在实践中的应用。为中外合作办学的理
论研究和实践运行起到了一定的参考和借鉴作用。

Abstract
Higher education internationalization is an important part of today's global
economy, culture and politics exchange. It means that higher education should
face the modernization, the world and the future. And it has e a trend of
today’s higher education development. Through cooperation and exchanges in the
area of higher education, each country gets what it needs. By cooperating with
each other, all countries try to promote healthy and orderly development of higher
education. Sino-foreign Cooperation in School-running just occurs in the context
of higher education internationalization. The occurrence and development of
Sino-foreign Cooperation in School- running will have a profound effect on the
higher education in China. Sino-foreign Cooperation in School-running is an
important way of learning foreign advanced education experiences and
management mechanisms. By running Sino-foreign Cooperation in School-
running, we can introduce the foreign high-quality educational resources to China,
strengthen the construction of teaching personnel, improve the discipline specialty
