农村合作医疗制度中的资金筹集问题研究
中文摘要
合作医疗制度作为农村最基本的医疗保障制度,很大程度上有助于提高农民
的健康水平,防止农民因病致贫、因病返贫,有利于改善农村医疗卫生环境。但
是,伴随我国农村经济体制改革,家庭联产承包责任制的出现,使传统合作医疗
制度供给主体受到了一定阻碍,农村合作医疗制度趋于瓦解,农民看病几乎沦为
自费医疗。与此同时,城乡二元社会结构的制约使得农村的经济发展缓慢,加之
政府的支持力度不足,农村医疗卫生状况不断恶化。建立完善的农村合作医疗制
度是保障农民健康,统筹城乡发展和经济社会协调发展,全面建设小康社会的重
要举措。
在农村合作医疗制度中,资金是合作医疗得以存在的前提和先决条件,是合
作医疗制度持续运行的关键所在,无论多好的制度,没有了资金的保障都是无法
发挥作用的。资金筹集问题一直困扰着我国农村合作医疗的发展,资金筹集制度
的不完善就是困扰传统农村合作医疗的“症结”所在。
本文将根据我国目前合作医疗制度的发展状况,针对现行的新型农村合作医
疗资金筹集方面存在的问题和制约因素等进行分析和研究,进而提出相关的政策
建议,促进新型农村合作医疗制度的不断完善。
本文第一章是引言,概述了文章的研究背景和研究意义、相关的理论基础以
及目前国内外学者对农村合作医疗资金筹集研究的现状、研究方法和创新之处。
第二章主要概述了农村合作医疗资金筹集制度的发展历程和目前的实施状
况,并从资金筹集主体、标准、原则、程序、统筹原则、补偿办法等七个方面做
出具体的分析。
第三章主要是对新型农村合作医疗中政府的资金投入、农村医疗保障水平、
资金筹集机制、资金管理、资金统筹等问题的描述并在此基础上分析了问题产生
的原因。
第四章针对目前存在的问题,主张建立科学合理的资金筹集体系,并且要不
断扩大资金的筹集渠道,减少资金筹集的阻力,在此基础上提出了相应的政策建
议。

Rural Cooperative Medical System
Abstract
As the most basic medical security system in rural areas, cooperative medical
system to a great extent plays an important role in promoting the health level of rural
people, easing poverty or poverty-returning caused by diseases, and improving rural
medical and sanitary conditions. However, along with the domestic rural economic
system reform and the arising of household contract responsibility system, the main
body of institution supply of the traditional rural cooperative medical system has to
some degree been impeded. As a result, the system has disintegrated and nearly
degenerated into charged medical , rural medical and sanitary
conditions has deteriorated continuously due to slow economic development caused
by the restriction of rural and urban dual social structure, and what’s more, inadequate
