新疆耕地集约利用问题研究
摘要
本文在综合运用土地经济学、土地管理学、土地资源学、数量经济学、经济学等理
论的基础上,基于对耕地集约利用内涵的分析和理解,借鉴国内外学者对耕地集约利用
研究的成果,探讨了新疆耕地集约利用的现状、动态演变、地州差异、存在的问题,并
分析了新疆耕地集约利用的主要驱动因素及其潜力。研究的目的在于指导新疆耕地集约
利用的实践,提高新疆耕地集约利用的效率。
本文首先根据土地集约利用的相关理论分析了新疆耕地集约利用的现状,然后运用
综合指数法分析了新疆及各地州耕地集约利用水平的动态演变情况,并通过新疆与兄弟
省份之间、新疆各地州之间耕地集约利用水平的对比分析,找出了新疆耕地集约利用水
平的差距和存在的问题。其次,运用主成分分析方法,分析了影响新疆耕地集约利用的
主要因素。再者,运用弹性分析和边际效应分析的方法,分别分析了资金投入、化肥投
入对地均产值、粮食单产的影响,初步探讨了新疆耕地集约利用的潜力。最后,从耕地
可持续利用的角度出发,从转变观念、加快地方经济发展、加强农业基础产业地位、制
定落实各种惠农政策、做好农业灾害预警、推动农业科技进步、开展土地整理、注重生
态保护等方面探讨了提高新疆耕地集约利用水平的策略。
主要结论:(1)新疆耕地集约利用水平波动上升,但仍然较低;(2)耕地投入强度
处于不断上升的趋势,投入结构日趋改变,但投入强度较低;(3)耕地投入增长速度和
投入强度区域差异大、发展不平衡;(4)耕地集约利用的驱动力为经济发展、农业政策
和自然灾害,经济发展是推动耕地集约利用的首要因素,是耕地集约利用的必要条件;
(5)化肥投入对粮食单产、地均产值增长的带动作用强于资金投入。

Study on the Intensive Use of Cultivated Land in Xinjiang
Abstract
The paper is to analyze the questiones exsisting in the intensive use of cultivated land in Xinjiang, so
that we can take some measures to improve the intensive use level of cultivated land in on
the theoreties such as land economics, land management, land resources, quantitative economics, the paper
clearly discussed on the actualities, changes, region differences, questiones and analysed the prime driver
factors and the potential of intensive use of cultivated land.
Firstly, we theoretically analyzed the actualities of intensive use of cultivated land, then analyzed the
changes of intensive use of cultivated land by the indictor system and found out the differences and
questiones existing in intensive use of cultivated land between Xinjiang and other provinces. Secondly, we
analyzed the major factors influencing cultivated land intensive use by the ponent
, by the elastic analysis and the edge effect analysis, we analyzed the influences that caused
by fund and chemical fertilizer to the farming
