武汉东湖国家自主创新示范区土地资产管理问题研究

摘要
2009 年 12 月 8 日,国务院批准武汉东湖新技术开发区成为继北京中关村后的全
国第二个“国家自主创新示范区”。国家自主创新示范区是一种全新的经济发展模式,
作为产业升级、资本运作、股权激励、金融创新等活动的密集试验区,示范区各种
社会活动都与土地资产管理有着必然的联系。在这一新的国家战略之下,加强对自
主创新示范区土地资产管理问题研究的重要性日益凸显。
当前,我国土地管理制度并没有最大化发挥城市土地的资产的价值。土地资产
是城市经济发展最大的存量资产,同样也是自主创新示范区建设的基本资源。然而
如果简单地把土地资产管理变成了“土地财政”,那么土地资产就会成为自主创新示
范区不可持续发展的无本之源。本研究旨在寻求正确处理示范区建设与土地资源保
护和利用的关系的方法,科学确定产业用地控制规模和发展规划,合理制定用地标
准,整合建设用地资源,提高土地资产管理的效率。本文首先从相关概念入手,阐
述了土地资产管理的要求、原则、内容,系统分析了东湖国家自主创新示范区土地
资产管理的现状、特点和主要目标,探讨了东湖示范区土地资产管理中存在的问题。
在此基础上,建议武汉东湖国家自主创新示范区为提高土地资产管理效益,应从科
学调整土地利用规划、提高土集约利用水平、充分发挥市场机制作用、以股权激励
试点带动土地产权管理创新,加大土地资产储备力度五个方面强化土地资产管理工
作。以期加快示范区产业结构的优化升级,致力于发挥土地资产在科技创新与金融
创新中的重要作用。在跨世纪的可持续发展战略的指导下,积极发挥市场配置土地
资产的重要作用,最大限度地发挥自主创新示范区土地资产的效益,为示范区建设
和改革创新积累资金,为产业发展提供动力。

Abstract
December 8th, 2009 the State Council approved the Wuhan East Lake High-Tech
Development Zone as the second “National Innovation Demonstration Zone”. As an
intensive experimental zone, it includes upgrades in industries, capital operation, equities
incentive, financial innovation, various social activities of the demonstration zone. The
intensive experimental zone has inevitable connection with management of land assets.
The research and management of land assets is distinctly important under the
background of the new national policy. Nowadays, the Chinese land management system
is not able to maximize asset value of urban land. Land assets are the greatest urban stock
assets, and they are also the basic resource of the independent innovation demonstration
zone construction. However, if the management of land assets is simply considered a “land
finance”, then land assets would not e the resource for sustainable development of a
independent innovation demonstration zone.
