开发区土地集约利用问题研究——以武汉经济技术开发区为例

摘要
节约集约用地,是建设节约型社会的重要举措,是处理经济建设、资源利用与
环境保护关系的必然要求。土地资源作为自然资源的重要组成部分,其集约利用程
度是决定区域可持续发展战略能否实现的关键。因此,目前国内外的学者就土地集
约利用问题开展了大量的研究。
武汉经济技术开发区是 1993 年 4 月经国务院批准设立的国家级经济技术开发
区,开发区的建设颇具规模,区域地理优势明显。但是,开发区在土地开发利用过
程中仍然存在很多的问题,如生态环境破坏较为严重、土地闲置率偏高和地均经济
效益低等。因此,如何进一步提高开发区土地的集约利用水平,就成为武汉市社会、
经济可持续发展的关键问题之一。
本文运用可持续发展理论和土地经济学理论,采用实证分析法、统计分析法以
及比较分析法,主要从四个方面展开论述。首先是开发区土地集约利用的概述。简
述了土地集约利用的相关基本概念、理论依据以及影响因素,并对目前国内外相关
研究成果进行了总结和分析,为本文其它部分的分析论述奠定了一定的理论基础。
其次是对开发区土地集约利用现状的分析。以武汉经济技术开发区为实例,通过数
据的调查和分析,从土地利用结构、土地利用空间分布和土地经济产出效益三个方
面,对开发区土地集约利用情况进行详细的分析,最后对其土地利用特点进行总结、
分析。再者是对武汉经济技术开发区土地利用存在的问题进行分析,主要包括:生
态环境问题、土地闲置问题、地均产出效益问题以及土地供应、投资环境问题。最
后是提出相应的对策和建议,在第三部分的基础上,有针对性的提出相关对策和改
进意见,以期进一步提高开发区土地集约利用的整体水平,实现该区土地的可持续
利用目标。

Abstract
Intensive utilization of land is an important measure for building conservative society,
which is necessary to deal with economic development, resource utilization and
environmental protection relations. Land resource is an ponent of natural
resources. Intensive use of land resources is the key issue to decide whether we can achieve
regional sustainable development strategies. Therefore, domestic and international scholars
do a lot to study the intensive use of land currently.
Wuhan Economic and Technological Development Zone (WEDZ) is a national level
development zone approved by the State Council of . in April 1993. WEDZ embraces
a large scale and advanced geographical position. However, WEDZ still has a lot of issues
in the land development process, such as the serious destruction of the ecological
environment, the high rate of idle land and low efficiency of land use. Therefore, how to
improve the level of intensive utilization of land of WEDZ has e one of the key
issues of social and economic sustainable development of Wuhan.
