摘要
自1980年保险行业复业以来,我国非寿险业发展迅速,取得了令人瞩目的成
绩。经营主体不断增加,保费规模不断扩大,市场初具规模,并顺利实现了对外
开放。但是我们也看到,由于过于追求规模的扩张,而忽略了提高管理水平,我
国的非寿险公司普遍经营绩效比较低下、缺乏市场竞争力,而且这种发展模式严
重制约了这个行业的可持续发展,不能满足社会对非寿险业的需要。
本文选取了2004年~2008年我国24家非寿险公司为样本,在分析了非寿险业
效率现状之后,选择合适的指标,其中投入指标包括了劳动力、经营费用、固定
资本,而产出指标则包括了保费收入、赔款支出与准备金合计数,采用数据包络
分析法(DEA),分析了24家样本公司的技术效率、纯技术效率、规模效率以及规
模报酬变化的情况,发现中资非寿险公司的经营效率整体上低于外资非寿险公
司。
另外本文还探讨了影响我国非寿险业经营效率的因素,通过实证研究认为资
产、人均保费、是否为中资公司、车险保费占比、营业费用都对效率有不同方向
不同程度的影响。
结合前面的分析,本文在最后提出了提高我国非寿险经营效率的建议,认为
立足自身特点发展,提高员工素质,加快企业创新等措施都能够有助于提高我国
非寿险业的经营效率。

Abstract
Since 1980,the resumption of business to the present ,china’s non-life
insurance industry has achieved marked results: the number of qualified
different types panies has kept on increasing, the premium scale
has got a rapid growth, the market has has initially taken shape,and the
market opens up we also see that the only attaching importanee to
development speed and scale and ignoring the management make a low
efficiency and a lack petitiveness at large. This development pattern
restrain the development of non-life insurance industry,and can’ meet the needs
which the society requires the trade.
This paper selects a sample data set of 24 China’s non-life insurance
companies ranging from 2004 to 2008. After analyzing the characteristics of
China’s non-life insurance industry, it selects a few suitable input and output
indicators are labor,operating expenses and fixed assets,while
output indicators are premium e,burning cost and claim reserved’s total.
It uses the data envelopment analysis(DEA)to analyze 24 sampled
companies’technology efficiency,pure technology efficiency,scale efficiency and
non-constant returns to scales, it finds that the overall operating efficiency of
Chinese invested non-life panies is lower
