摘要目前,我国建设服务型政府的实践都是从政府职能转变、管理模式转型、管理技术创新等方面努力的。而实质上,服务型政府建设有一定的文化需求和依赖,必须从文化层面来研究和探讨行政文化对于服务型政府建设的作用。服务型行政文化、开放型行政文化、廉洁型行政文化、法治型行政文化和创新型行政文化等,能为政府管理创新和行政体制改革提供精神动力和文化保障,并巩固其成果。同时,封闭型行政文化、管制型行政文化、人治型行政文化、“官本位”行政文化等,将会阻碍服务型政府价值的确立,延搁服务型政府模式的构建,从而最终阻碍服务型政府的建设。因此,在全面推进政府管理创新和建设服务型政府的宏观背景下,研究行政文化对服务型政府建设的影响,不仅对于丰富我国服务型政府与政府改革理论的研究具有重要的理论价值,而且对于推进我国行政文化创新和服务型政府建设具有一定的实践意义。本文对服务型政府和行政文化的关系进行了研究,提出建设服务型政府的必要性,从传统文化对服务型政府建设的阻力出发,分别从行政主体文化、行政客体文化、行政制度文化这三个角度提出了一些在服务型政府背景下的行政文化构想。关键词:服务型政府,传统行政文化,现代行政文化 i
Abstract At present, the practice of building a service-oriented government is from the transformation of government functions, management model transformation, management technology innovation efforts.
