我国服务型政府建设的行政文化障碍及其消解对策研究

摘要

为了适应全面建设小康社会和完善社会主义市场经济体制
的宏观战略部署,加快政府职能转变,改革政府管理体制,创新
政府管理方式,积极推进服务型政府建设已成为我国政府管理体
制创新和政府发展的根本目标。本文在对服务型政府建设中的理
想行政文化和传统行政文化分析的基础上,揭示出不同型态的行
政文化对于建设服务型政府的不同性质的作用,然后有针对性地
提出行政文化创新的具体策略,从而达到推进服务型政府建设的
逻辑终点。
全文共分为四个部分:引言简要介绍了本文的选题背景和意
义,在综述国内相关研究现状的基础上,提出本文研究的基本思
路与主要内容;第一章在分析服务型政府的理论基础、本质及其
特征和阐释行政文化对政府管理创新影响的基础上,提出了服务
型政府建设的行政文化基础,即创新型行政文化、服务型行政文
化、法治型行政文化、效能型行政文化和廉洁型行政文化;第二
章主要从行政主体文化、行政客体文化和行政制度文化三个方
面,探讨了传统行政文化中的消极方面阻滞服务型政府建设的种
种表现,并分析了造成障碍的成因;第三章主要针对服务型政府
建设过程中行政文化障碍的成因,从主体重塑、以人为本、制度
创新等方面提出了服务型政府建设的行政文化障碍消解的具体
对策和实施路径,以从行政文化创新的角度加快推进当前我国服
务型政府建设的伟大工程。

Abstract
On the basis of the analysis of ideal and traditional
administrative culture during the construction of service-
government,this article represents,by contrast,that the two kinds
of administrative culture have the distinctive influence on the
construction of service-government. And then the author points out
some methods to innovate administrative culture according to the
above analysis.
The article has four parts. Introduction introduces briefly the
background,intention and study methods of it. Chapter 1 puts up
with the basis of administrative culture during the construction of
service-government,and lists some types of administrative culture
such as innovative administrative culture , service type
administrative culture and so on. The last tow chapters are the
emphasis. Chapter 2 describes all sorts of phenomena on how and
why rational administrative culture refrains from constructing
service-government from the three aspects of government,society
and institution. The last chapter points out how to clear off the
deficiency about administrative culture.

一、研究背景及意义
2004 年 2 月 21 日,国务院总理温家宝在省部级主要领导干
部“树
