基于外商直接投资的环渤海产业集群发展策略研究
摘要
在经济全球化、信息化、网络化的背景下,产业集群已经成为当今国际产业发展的新
亮点和主旋律。作为一种有效的区域经济组织形式,产业集群具有强大的规模效应和持续
的竞争优势,已经成为各国实现产业组织合理化、拉动区域经济增长的一个重要途径。经
济全球化的发展使外资企业在集群中的参与越来越普遍,相对于当地自发形成的中小企业
集群而言,外商直接投资参与的集群在国际化进程中的起跑线超前了许多。大量的数据和
案例表明,外资形成的产业集群,越来越有助于提升产业、区域竞争力和自我强化吸引外
资的能力。因此,我国作为吸引外资数量最大的国家之一,在产业组织结构急需调整和优
化的前提下探讨外商直接投资和产业集群的关系具有极大的政策意义。
本文结合了外商直接投资理论和产业集群理论,从产业集聚与外商直接投资的相互关
系入手对区域产业集群的发展策略进行研究。首先概述了环渤海地区外商直接投资和产业
群发展的现状和问题,通过数据分析说明了外商直接投资在环渤海地区的地区分布、来源
分布、方式分布和行业分布,并运用集聚指数对 25 个行业的集聚程度进行了定量测度与
分析。然后运用向量自回归模型(VAR)、因子分析和灰色关联度的分析方法说明了外商直
接投资对环渤海强势发展和逐渐形成的制造业产业集群都具有积极的促进作用,证明了产
业集群因素确实对吸引外资起到正面影响,说明外资与当地产业集群具有良性互动关系。
最后,在现状分析和实证分析的基础上,得出了外商直接投资和产业集聚之间是一种互动
关系的结论,提出了环渤海地区外资产业群发展应采取的针对性措施和政策建议。
