文档介绍：浙江师范大学硕士学位论文我国大学生资助政策和运行机制研究姓名:邬敏燕申请学位级别:硕士专业:教育经济与管理指导教师:楼世洲 20070527 我国大学生资助政策和运行机制研究摘要在高等教育大众化条件下,我国自80年代末开始构建的以奖学金、学生贷款、勤工助学、特殊困难补助、学费减免和绿色通道为主体的、多元化的大学生资助政策体系,在帮助家庭经济困难学生入学,确保每一位贫困大学生顺利完成学业等事业上取得了一定的成效。但随着对贫困大学生资助行动的不断深入,现行大学生资助政策体系中存在的一些问题也逐渐显现出来,主要表现在:大学生资助供给明显不足:助学贷款的主体地位没有得到充分体现;受助大学生的诚信缺失;大学生的心理问题;勤工助学供给不足等方面。鉴于我国大学生资助政策体系存在的种种问题,本文从进一步完善以国家助学贷款为主体的信贷助学机制;加强学生勤工助学管理;引入雇主资助方法:加强大学生资助工作队伍建设;强化助学资助工作的教育功能;建立高校学生个人信用信息管理系统等方面入手,探讨了改进和完善我国大学生资助政策体系及其运行机制的一些手段。希望通过制度的不断改进和完善使我国大学生资助政策朝着与我国社会主义市场经济及体制相一致、兼顾效率与公平、有利于促进我国高等教育事业的方向发展,确保贫困大学生能得到及时有效的资助,使得以维护,使社会主义优越性得到充分体现。关键词:贫困生资助政策助学贷款我国大学生资助政策和运行机制研究 ABTRACT With higher education popularization,our country has constructed aseries of divers funding policies for students on scholarship,student loan debt,work—study program,subsidy forspecial difficulties,tuition waiver and green channel since the end of 1980’S,which obtains the certain results inhelping students with economy difficulties togo toand ,with theffmding motion going further. moreand more problems areappeared,which embody asfollows:the financial supply isvery obvious deficiency,policy oftheloan toaidstudents has not demonstrated its dominant rolefully,credit SCarCity ofaidstudents,psychological healthproblems of college students,thejob forstudents towork fortheirstudy isinsufficiency. Aiming atsolving theseproblems,this paper startswith perfecting thesystem of personal loans to financial education,strengthening management of work—study, introducing methods of subsidizing students by employers,constructing credit management information system,through which we put forward some suggestions about perfecting 0111"policy andimproving itsoperation aresult,our policy orientation will ord with socialist market economy,give priority to efficiency with due consideration tofairness,promote thedevelopment ofhigher education,guarantee theimpoverished university students to beable toobtainprompt effective subsidizatio
