摘要本文在借鉴现有产业选择研究成果和有关经济理论的基础上,分析了特色产业的内涵和基本特征,提出了特色产业选择标准,构建了特色产业选择指标体系,以甘肃省肃南裕固族自治县为例,探讨了特色产业选择方法,建立了县域特色产业选择模型,对甘肃河西民族地区特色产业选择的研究,取得了一些新的进展。本文认为,特色产业是一国或区域范围内,以独特的资源为基础,以独特的生产技术、生产工艺、生产工具、生产流程和管理组织方式为支撑,制造或提供特色产品与特色服务的部门或行业。特色产业具有地域性、优势性和层次性等基本特征。以比较优势理论为基础的地域分工理论是特色产业形成与发展的重要理论依据,肃南裕固族自治县的自然条件及经济状况决定了该特殊地区特色产业发展的方向。识别与判断特色产业的基本标准有四个方面:一是产业独有标准;二是产业规模标准;三是产业专业化标准;四是产业效益标准。对特色产业的评价可以从它所具有的比较优势、参与地域分工的能力和竞争能力三方面考虑,从而由比较优势指标、专业化指标和产业竞争力指标三方面基本支撑指标组成特色产业的评价指标体系。通过对比分析,基于区位熵分析视角对肃南裕固族自治县的特色产业作了初步的选择,应用主成分分析法进一步进行复选,为甘肃河西民族四县特色产业培育和发展提供了依据。最后以区情分析为基础,对甘肃河西民族四县特色产业的选择提出了政策建议。关键词:甘肃河西四县特色产业选择原则评价指标选择模式II
Abstract This article in profits from the existing industrial choice research results and in the related economic theory foundation, has analyzed the characteristic industry connotation and the essential feature, proposed the characteristic industry choice standard, has constructed the characteristic industry selection index system, take the Gansu Province Sunan Yugu Autonomous County as the case, has discussed the characteristic industry choice method, has established the county territory characteristic industry preference pattern, to Gansu Hexi multi-national area characteristic industry choice's research, has made some new progress. This article believed that the characteristic industry is a country or in the area coverage, take the unique resources as the foundation, take the unique production technology, the technique of production, the production tool, the production process and the anization way as the support, the manufacture either provides the characteristic product and the special service department or the profession. The characteristic industry has the localization, the superiority,layered and so on essential feature. The geographic division of labor theory which bases on superiority theory is the theory foundation of characteristic indu
