摘要
地方政府是一个国家政府体系的重要组成部分。政府职能的内涵与边界不是
固定不变的,而是随着外在经济环境、政治环境、文化环境和社会环境的变化以
及政府自身改革的发展而不断发生转变。转变地方政府职能是我国政治体制改革
的重要组成部分。当前,我国正处在社会转型与应对全球化的关键时期,经济环
境、政治环境、文化环境和社会环境发生了巨大的变化,地方政府的职能转变势
在必行。重视与加强对我国地方政府职能及其转变的研究,尽快实现地方政府职
能的转变是摆在我们面前的重要任务。
本文共分四个部分,第一部分对本研究课题的选题背景、目的及意义、国内
外研究综述、研究方法和思路进行了论述。第二部分概述了地方政府职能的基本
理论。明确了地方政府职能的涵义、基本特征以及地方政府职能的定位,为研究
其他问题奠定了基础。并对政府机构改革的历程进行了回顾,进一步指出了我国
地方政府职能转变的目标和价值取向。第三部分结合青州市的实际情况分析了我
国地方政府职能转变的现状,指出了地方政府职能的三位现象,并对原因进行了
分析。第四部分针对我国地方政府职能转变中存在的问题,提出了转变地方政府
职能的具体对策。希望对未来地方政府的职能转变有所益处。

Abstract
Local government is an ponent of a government system.
Content and boundaries of government functions is not fixed, it is changing
when the external economic environment, political environment, cultural
environment and social environment changes and the development of the
government itself constantly changing. Transformation of local government
functions is an important part of political reform. At present, China is in
response to globalization, social transformation and the critical period, the
economic environment, political environment, cultural environment and social
environment has undergone tremendous changes, changes in the functions of
local government is imperative. Attention and to strengthen local government
functions and the research of the transformation, change the functions of local
government as soon as possible is an important task in front of us.
This article is divided into four parts, in the first part discussed the
background of this research, the purpose and meaning, methods and ideas.
The second part discussed the basic theory of local government functions.
