摘要
信息化浪潮席卷全球,给全世界政治、经济、文化等领域带来深刻的变革。社会信
息化进程中的社会变革体现在经济领域、社会文化生活领域和社会观念上,经济领域的
变革使信息资源成为促进经济发展的主要资源;社会文化生活领域的变革使人们的生活
模式、文化模式趋向个性化、多样化,同时经济的发展使人们可自由支配的时间和生活
空间都有大幅度的高,这些都导致人们社会观念的变革,而社会观念是决定人们生活和
生产方式的重要因素,决定了人们在生产与生活中是否要获取信息资源和采用什么样的
方式来获取信息资源,影响人们的信息获取方式和信息获取习惯。因此可以说,正是由
于社会信息化进程给社会生活和社会观念带来的变化,使人们开始重视利用和获取信息
资源,进而给公共图书馆以及公共图书馆管理带来新的挑战。
公共图书馆作为一个社会公益性的文化教育机构,首当其冲的受到社会信息化进程
带来的冲击。信息化社会通过变革和拓展公共图书馆的社会职能,使公共图书馆的管理
方式、内容都发生巨大变化。在社会信息化环境下如何对公共图书馆管理进行变革和创
新,是公共图书馆发展面临的重大课题。本文结合公共图书馆管理的实际情况,对公共
图书馆管理在社会信息化进程中遇到的新情况进行讨论,文章首先论述了信息化的内涵
和信息化的历史任务、公共图书馆的社会职能和管理内容、社会信息化进程对公共图书
馆社会职能和管理带来的影响;然后分别对公共图书馆管理中的业务管理、行政管理、
经营管理在信息化环境下受到的冲击和影响进行论述,探讨了为应对社会信息化影响公
共图书馆可采取的具体措施。

Abstract
Information technology swept the world, to the world political, economic and cultural
fields brought about profound changes. Information society in the process of social change
reflected in the economic, social and cultural areas of life and social attitudes, the economic
transformation of information resources has e a major resource for economic
development; social and cultural spheres of life changes in people's life style, culture models
tend to personalized, diversified and economic development so that people can free time and
living space has a significant high, this has led people to change social attitudes, and social
values is to determine the way people live and the important production factor that
determines the life of people in the production and whether access to information resources
and what kind of way to access information resources, thereby affecting the way people
access to information and access to information habits. Therefore we can say, precisely
