摘要我国是一个煤炭资源丰富、油气资源相对短缺的国家。长期以来,煤炭在我国一次能源生产和消费结构中占绝大比重。作为我国重要的能源接替区和战略能源储备区,新疆实现煤炭产业的可持续发展,对于保证国家能源安全,促进国民经济稳定增长具有极其重要的战略地位。但是,煤炭产业“两高一低”的传统生产模式,不仅浪费了大量的资源,而且给环境造成了严重的污染。因此,要从根本上促进煤炭产业向低开采、低排放、高利用的“两低一高”的模式转变。自循环经济思想产生以来,便得到了国内外学者及政府职能部门的广泛关注和研究。作为一种新的发展模式,循环经济倡导人类社会、经济发展与生态环境的和谐统一,是一种生态型经济。煤炭产业发展循环经济,是实现产业健康协调可持续发展的必由之路。本文通过对新疆煤炭产业发展现状的分析,从生态、环境保护、经济等角度论证了新疆煤炭产业发展循环经济的必要性和意义;本文研究了煤炭产业发展循环经济的模式及指标体系的构建,并以此为基础,对新疆煤炭产业循环经济发展水平做出客观的评价;最后,本文从政策、经济、技术和组织4>管理等方面,研究促进新疆煤炭产业循环经济发展的可行性措施,提出相应的建议,以期为新疆煤炭产业的发展献计献策。关键词:新疆;循环经济;发展;建议 I
Abstract China has rich coal resources but relatively lacks of oil resources. In the long run, coal and oil resources take great account in the pattern of production and consumption of one-off resources. Xinjiang as an important resource replacer and reserve, its sustainable development of coal industry takes up an important strategy in terms of our national resource security and the insurance of highly increasing GDP. However, the traditional producing pattern ;two highs and one low; which means highly polluted and highly wasteful, low productivity pattern, has severely wasted natural resources and polluted our environment. That is why we need to transform our producing pattern into ;two lows and one high; one which means lowly exploited and lowly ejected, and highly utilized. With the appearance of recycling economics, it has been universally concerned by scholars and governmental department from home and abroad and deeply researched. As a new pattern of development, recycling economics aims at the harmonious relationship between our society and economic and ecological development. It is a kind of ecological economy. The recycling economic development of coal Industry is the only way to achieve healthy and sustainable road for this Industry.
