吕梁市煤炭产业发展循环经济的研究

摘要
煤炭产业作为吕梁市的支柱产业,为吕梁市国民经济和社会发展做出了巨
大贡献。但是,煤炭产业的粗放发展带来了严重的资源环境问题,同时也成为
全市经济社会可持续发展的制约瓶颈。因此,研究探索吕梁市如何既能合理利
用煤炭资源发展地方经济,又能保持当地生态环境不被破坏具有十分重要的现
实意义。
吕梁市煤炭产业经过多年的发展取得了较大的成就,但是,传统的发展
模式存在着不容忽视的问题:一、粗放式、掠夺式的煤炭资源开采对生态环境
及资源造成了巨大的污染和破坏;二、传统发展模式下单一的产业结构及低附
加值的产品严重制约了煤炭产业经济效益的全面提升;三、传统发展模式下人
与经济、社会、环境、资源之间矛盾的不断激化,严重制约了和谐吕梁的实现。
这些问题的存在无疑极大地制约了煤炭产业的健康发展,也制约了全市经济社
会的可持续发展。为此,吕梁市煤炭产业必须转变发展模式,走循环经济发展
道路。
本文对吕梁市煤炭产业发展循环经济做了必要性和可行性分析,并且构建
了发展循环经济可选择的模式。为了能够有效发展循环经济,在对国内外煤炭
产业发展循环经济的成功案例进行研究的基础上,结合实际情况提出了促进吕
梁市煤炭产业循环经济发展的四方面措施:一、转变发展观念,切实增强发展
循环经济的意识;二、积极引导,构造有利于循环经济发展的政策环境;三、
创造有利条件,完善发展循环经济的要素体系。四、以发展生态工业园区为突
破点,全面推进循环经济发展。
本文的创新之处在于提出了吕梁市煤炭产业发展循环经济要重点发展园区
循环经济,以生态工业园区为纽带,拓展循环体系,带动组织层面和社会层面
上的循环经济发展。

Abstract
As a pillar industry in Luliang City, coal industry boosts the national economic and social
development in this city. However, the extensive development of coal industry has brought serious
environmental problems, and also e bottleneck constraints for the city’s sustainable
development. Therefore, it is of practical significance to study how the City could utilize the coal
resources properly while protecting the local environment.
Luliang City witnessed great achievements in the development of coal industry in past three
decades. But the problems of traditional development model should not be neglected. First,
extensive, predatory exploitation of coal resources has brought great damage to the environment;
second, the signal structure and low-added-valued product of the traditional model has been greatly
hampering the economic benefit of coal industry; third, the continued conflict between men and
economic and social development, environment, and resources has been intensified, which restricts
