摘要
随着全球经济的迅猛发展和行业的不断细分各行各业的竞争愈来愈激烈在
日趋激烈的市场竞争环境中战略显得尤为重要企业必须清晰的定义其战略才能
实现长期成功只有那些有战略重点又管理有效的组织才能成为基业长青的好
企业
本文的出发点围绕如何将企业花费大量资源和精力所完成的战略规划在组织
中进行有效地沟通和层层传达并通过建立战略执行管理体系保证那本厚厚的战
略规划书切实地落实到企业的每一个管理层级让企业上下能够建立起统一而清
晰的战略目标让企业的每一位员工都能够了解自己在实现整个企业战略目标过
程中所扮演的角色和所应做出的贡献并为之而共同努力
结合企业实际情况为更好的将企业战略执行落实到各部门每位员工本文以
平衡计分卡为基础链接战略执行和绩效管理建立了一套与企业战略息息相关
相辅相成的绩效管理体系
该体系融合了平衡计分卡关键绩效指标考核和能力素质评估模型先将绘制
出的企业战略图转化为公司部门及员工各层的平衡计分卡从财务客户内部
流程和学习与成长四个角度分设战略目标每个战略目标均设有对应的关键绩效指
标来确保目标的实现随后在完成对部门和员工业绩考核的基础上辅之以员工能
力素质评估考评结合内容覆盖员工业绩能力和态度实现对其全面
考评最后完成绩效管理体系的框架搭建工作之后还制定了配套的绩效管理制度
规范了从绩效考评的组织实施到绩效面谈申诉等各环节的流程使整套绩效管
理体系更具可操作性

Abstract
With the development of global economics and industrial, petition es
more and more tense and aggressive. Due to current situation, the strategy of an
cooperation is ing more and more important. Only those enterprises with clear
strategy and firm executions will eed. Only anizations with strategy focus
and effective management could be the enterprises with long and energetic life.
This article focus on how an enterprise can use its vast sources and energy to
plish its strategy, how can the enterprise transfer the strategy through each level,
how can the enterprise establish its strategy executions management system, and finally
how could the enterprise let every staff understand her strategy and devote themselves
unselfishly into the mutual goals.
This article based on BSC (Balanced Scorecard) theory, designed a performance
management system which bine the enterprise strategy and it staff performance
evaluation system together.
This system merges BSC, KPI(Key Performance Indication), and Ability Evolution
