山西产业结构调整路径选择--基于循环经济理论视角

改革开放 30 多年来,山西省经济在取得巨大成就的同时也凸显出一些问题。
山西省的经济增长是建立在传统经济增长模式之上的,存在着资源消耗大、环境
污染严重、产业结构层次低等诸多问题。特别是山西长期以来依靠煤炭资源的优
势,形成了以重工业为主的产业结构模式,而忽略了对第一产业和第三产业的发
展,严重影响了山西省经济的可持续发展。循环经济是以减量化、再利用、再循
环为原则,以资源的充分和循环利用为目标,按照自然生态系统进行物质和能源
循环的新型的经济增长模式,因此,从循环经济的角度对山西省进行产业结构调
整,有利于山西省产业结构的优化升级,发展循环经济。
文章首先阐明了产业结构、循环经济理论,之后通过对比循环经济模式和传
统经济模式的主要差异和深入剖析了山西省资源禀赋现状、经济发展现状以及产
业结构现状,发掘出山西省产业结构存在的问题。在此基础上,论文借鉴了发达
国家发展循环经济的宝贵经验,提出了在循环经济理念指导下山西省产业结构调
整的路径:以循环经济为导向,以科技创新为支撑,以政策法规为保障,发展环
保产业、现代服务业、生态农业,走新型工业化的道路,进而实现山西经济增长
模式从传统模式向循环模式的转变,促进经济的进一步发展。
文章主要从循环经济这个全新的角度,结合山西省的实际情况,以循环经济
和产业结构的相互关系为基本思路,提出以产业结构的调整来促进循环经济的发
展。这一研究对于山西省建立资源节约、环境友好型社会,实现山西经济的可持
续发展有较强的指导意义。

ABSTRACT

Since the Reform and opening-up began 32 years ago, while the Shanxi
has made great achievements in economy development, there also appeared
some problems. The economic growth of Shanxi is based on the traditional
economy mode, so there are a lot of issues, such as huge resources
consumption, serious environmental pollution, and low layers of industrial
structure and so on. Especially Shanxi takes the advantage of coal resource
for a long time, and has formed the industrial structure which relies on the
heavy industry, but overlooked the development of Primary industry and
Tertiary industry. This has a great influence on the sustainable development
of economy in Shanxi Province. Circular Economy’s principles are Reduce,
Reuse and Recycle, its goal is full and recycle use the resources, its material
and energy circle are according to the Nature ecosystems, it is a new
economy development mode. Therefore, adjusting the industrial structure of
Shanxi Province from the perspective of Circular Economy will helpful to
optimize and upgrade the industrial structure, and develop Circular
Economy.
