摘要摘要我国大学生就业难的现状是由多方面原因造成的。随着高校招生规模的扩大,带来的是高校师资紧张、教学资源紧张,不能很好的满足扩招带来的学生规模的增大,导致学生培养质量下降;高校专业设置不合理,不能适应经济社会的发展需要;在我国经济发展过程中,产业结构不合理,经济的增长过分依赖资源密集型产业和劳动力密集型产业,新技术产业和第三产业所占比例严重不足,特别是能够大量吸纳劳动力的第三产业发展滞后;用人制度不能实现真正的公平,改革进度明显滞后,很多能有吸引大学生就业难的行业还处于半封闭状态,很多垄断行业都没有真正为广大毕业生开放;分配制度不够完善,很多行业收入明显偏低,无法吸引大学毕业生。通过研究大学生就业中的政府责任,对于相关政府决策部门分析我国当前大学生就业问题根源,调整优化产业结构,改革用人制度,改革分配制度,以及制定相关法规政策具有一定的借鉴意义。本文首先对当前我国大学生就业现状及存在的问题进行了梳理,特别是对影响我国大学生就业的主要因素进行了详细的分析。其次,明确了政府在促进大学生就业工作中的责任定位,政府应承担法律保障责任、宏观调控责任、服务责任以及监督责任。最后,通过理论分析和现状分析,对提升大学生就业中的政府责任,提出了相应对策。政府应落实法律保障责任,完善大学生就业法案建设;加强宏观调控责任,协调就业市场供需平衡;强化服务责任,完善就业市场环境;履行监督责任,保证政策落实。关键词大学生就业政府责任法律保障宏观调控 I
Abstract Abstract Various reasons caused the difficult situation of college graduates employment. The expanded enrollment brings negative effects: the pressed for teaching resources and college teachers, the drop in students' quality and teaching quality; the unreasonable major set can not adjust to the need of economic society development; during the process of Chinese economy development, the industrial structure is not reasonable, economic growth relying too much on resource intensive industry and labor intensive industry, new technology industry and the third industry occupied a serious shortage of proportion, especially for the third industry; the employment system can not achieve real fair, reform progressed slowly, many professions still in the half-closed situation, and many monopolized industry do not open to the graduates; Distri
