山西省虚拟煤炭产业集群研究

摘要
本文对传统产业集群和虚拟产业集群进行了比较,系统描述了国内虚拟产
业集群的成功案例,结合最新研究成果,并针对山西省煤炭产业集群发展状况
和现存的问题,尝试性地提出了山西省虚拟煤炭产业集群的基本构想和一些政
策建议。
在对传统产业集群和虚拟产业集群进行对比分析时,本文指出,虚拟产业
集群以“组织接近”为主要特征,它区别于以“地理接近”或“地理集中”为
特征的传统产业集群。虚拟产业群是传统产业集群的网络集聚,是在继承传统
产业集群竞争优势基础上的、基于信息技术平台的网络集群,是产业集群发展
的更高阶段。它克服了传统产业集群利用外部资源和组织创新的困难,缓解了
许多产业集群面临的资源压力。更重要的是,通过构建虚拟煤炭产业集群这个
平台,可以从集群中寻找到从原料供应到产品销售整条产业链上具有核心竞争
力的成员企业,充分拓展产业集群发展空间,全方位地展现山西煤炭产业的市
场优势和扩张优势。
本文对山西省煤炭虚拟产业集群的形成与运行提出了基本构想,认为政府、
内部中间组织、企业三个行为主体之间的关联协同起着关键性的作用。为了顺
利地实现这一构想,要全方位、多角度地开展工作。首先,要积极发挥政府推
动作用,引导山西省虚拟煤炭产业集群的发展趋向;其次,企业要提高技术加
强合作交流,为虚拟煤炭产业集群奠定坚实的基础;第三,核心企业要发挥示
范作用,强化虚拟煤炭产业集群的关键部位和核心作用;第四,加强网络建设,
为虚拟煤炭产业集群的现实运行创造条件;最后,拓宽融资渠道,确保虚拟煤
炭产业集群运行所需的资金到位。通过这些努力,争取探索出一条适合山西经
济发展的虚拟产业集群道路。

Abstract
On the foundation paring traditional industry cluster and virtual
industry cluster, and after analyzing essful examples of domestic
virtual industry cluster and the latest research achievements in the
academic circle, the paper makes a profound exploration of the
development and the problems of coal industry cluster in Shanxi Province
and puts forward some suggestions and measures in building operation
framework of coal industry cluster in Shanxi Province.
After making parative analysis on traditional industry cluster
and virtual industry cluster, the paper points out that virtual industry
cluster is typical of “Organization Near”. It is different from traditional
industry cluster, the main characteristics of which are “Geographical
Proximity” and “Geographical Concentration”. Virtual industry cluster is
network concentration of traditional industry cluster, and work
cluster set up on petition advantages of traditional industry
cluster and based on information technology platform, which is a higher
stage of development of industry cluster. It es the difficulties
traditional industry cluster meets with in utilizing outside
