城市居民最低生活保障与就业关系分析
摘要
在我国,作为保障城市居民生活“安全网”的城市居民最低生活保障制度,在其建立和
发展过程中,在解决城市人口的贫困问题,保障失业人员的基本生活方面,起到了不可替代
的作用。但在经济结构调整,大量企业改制的背景下,出现了一些问题。低保对象资格审核
和低保金给付不合理,不仅没有有效激励贫困人口积极就业,还造成了“低保养懒汉”、“隐
性就业”的现象,严重影响了社会公平,加大了财政负担。
本文通过对国内外城市低保与就业的研究,对二者产生问题的原因进行了经济学分析。
从三个层次阐述了城市低保的“负就业”效应的危害,从我国现状出发,联系实际,借鉴欧
美国家的成功经验,探讨适合我国的贫困人员就业措施,不断完善城市低保制度与配套措施,
达到既要保障城市低保人员的基本生活,又可以通过配套的就业政策的目的,从根本上解决
城市贫困问题。

Abstract
In China, the system of urban resident’s minimum living insurance which is entitled as the
“” protects the living of urban residents. At its process of establishment and development,
the system is playing an irreplaceable role at resolving the poverty problems of urban residents and
protecting the basic living of unemployed person. However, there is appearing some problems
during the process of restructure economy and reform systems for a large number of enterprises.
The person who should be enjoyed the minimum qualification and guarantee payment are
unreasonable, which are not boost the employment of needy person, oppositely, resulting “low
insurance maintenance lazy”, and “unreal employment” which are seriously affected the social
equity, and increased financial burden.
Based on the research of urban minimum living insurance and employment at home and
abroad, this text analyzed the causes of these two problems. Explained the opposite effect of
“negative employment” from three levels, considering our present situation and referencing
essful experience from western countries, and then find out the properly measures to settle the
employment for the wanted person. Improving the system of urban subsistence allowances and
supporting measures in order to achieve the target protecting the basic livelihood of urban residents
who enjoy minimum living insurance and boosting employment by the supporting po
