兰州市医疗保险制度分析与评价

摘要
医疗保险制度是关系国计民生的一项重要的社会保障制度,医疗保险制度
的建立与健全直接关系到广大人民群众的切身利益与社会的稳定。医疗保险制
度在建立之初就是不完善的,在执行的过程中肯定会出现一系列的问题。由于
各国的国情不同,我国在医疗保险制度的发展过程中有着自己的特色和问题,
所以我们要在借鉴国外经验的基础上,从自身的特点出发,在行进中进行改革,
积极探索适合我国国情的医保模式。兰州市医疗保险制度改革从 2001 年正式启
动以来,经过几年的实施,医疗保险制度逐步完善,各个方面的工作都取得了
很大的进展,城镇居民的医疗需求基本得到了满足,同时,兰州市医疗保险制
度在发展的过程中也出现了一些问题,暴露了一些缺点,这就说明兰州市目前
的医疗保险制度还需要努力完善和加以规范。为了深入了解兰州市医疗保险制
度的运行状况,本文查阅了医疗保险的相关理论以及兰州市医疗保险的实施数
据,深入剖析了目前兰州市的城镇居民医疗保险的运行情况,并且通过了近几
年的数据比较,总结了自 2001 年以来,兰州市城镇居民医疗保险取得的成绩和
存在的问题,为改进兰州市城镇居民的医疗保险状况提出了建议。

Abstract
Health care system that conerns a problem for national economy and livelihood of the people
is one of the most important social security systems, and the vital interest of the great masses and
the stability of the society are related to its establishment and improvement directly. Owing to the
imperfection of health care system at the beginning of its foundation, there must be some problems
in the process of implementation. With different situations in each country, China’s health care
system has its own uniqe features and problems. Therefore, through our own characteristic, we
should actively explore the new model of health care system which is suitable for our situation on
the basis of the essful experience of the foreign countries. Since the reform of health care
system in Lanzhou started formally from 2001, health care system is tending toward perfection by
the past years’ practice. Due to the great progress made in all aspects of the work, the basic demand
of citizens in medical insurance has been satisfied. At the same time, there are also some problems
of health care system in Lanzhou, which shows that it is still necessary to improve and regulate
