山西省寿阳县新型农村合作医疗制度与运行情况研究

摘要
医疗保障制度关系着国计民生,长久以来在保障体系中扮演着重要的角色,
为是社会经济的发展提供了重要的保障。对于有着九亿农民的中国而言,农民
的医疗问题解决的好坏关系着社会的安定与否,更关系着人民是否能够安居乐
业。我国的新型农村合作医疗制度既符合当代政治的需要,也是现代新型农村
发展的需求的产物。完善的农村合作医疗制度既是中国医疗保障也是农村社会
保障的重要组成部分,因此建立和完善农村合作医疗体系,是最终实现城乡一
体化的保障形式;建立完善和可持续发展的医疗保障制度是兴国之计,也是民
心所盼。
山西省寿阳县作为全国第一批新型农村合作医疗的试点县之一,其制度运
行和完善具有重要意义,能否解决好农民的医疗保障问题对全省乃至全国新型
农村合作医疗制度发展及制定具有很重要的参考价值。
本文在系统分析了我国农村医疗保障的发展历程、现状以及当前的新型农
村合作医疗保障制度所面临的主要问题,运用理论与实践相结合、定性与定量
分析相结合的方法,结合寿阳县这些年来新型农村合作医疗制度的运行情况分
析其在运行过程中存在的问题,进而提出了相应的解决方案,以期对其他地区
新型农村合作医疗制度的制定及完善起到一定的参考意义。

Abstract
Relationship between medical insurance system and people's livelihood, has long played an
important role in the protection system, as is the social and economic development provides an
important safeguard. For China, by a 900 million farmers, farmers ' medical problem solving is
good or bad relationships with social stability or not, whether the people can live and work. China's
new rural cooperative medical system meets the needs of contemporary politics, is also a product of
the modern needs of the new rural development. Perfection of rural cooperative medical system is
important part of the medical insurance of rural social security in China, establishing and perfecting
the rural cooperative medical system, is the ultimate realization of integration of urban and rural
safeguard form; establishment of a sound and sustainable development of medical insurance system
is developing strategy, as well as people hope.
