摘要

中国的医疗保障制度关系着国计民生,一直以来都作为社会保障体系中极
其重要的角色而存在,始终不可或缺地为社会经济发展服务着。相应地,有着
亿人数之众的中国农民的医疗问题凸现着其维护社会安定团结、人民安居乐业
的重要性。新型农村合作医疗制度既是政治催生的产物,也是现代农村的需要。
因此良好的农村合作医疗制度作为中国医疗保障和农村社会保障的重要组成部
分,能够推动建立和完善整个农村医疗体系,实现城乡一体化的最终保障形式,
提高社会文明水平。健康而持续发展的医疗制度是国之所计,是民心所盼。
山西省作为一个地理位置重要、正蓄势待发中的农业和能源大省,能否解
决好农民问题始终是关系全省乃至全国发展、稳定的一项重要议题。山西省农
村医疗保障制度历史悠久,发展曲折,其成败与农民问题息息相关。
本文运用了文献研究法和定性分析与定量分析相结合的方法,在系统分析
我国农村医疗保障的发展历程、现状以及当前新型农村合作医疗保障制度所面
临的主要问题基础上,结合山西省农村当前的经济与社会发展现状及发展趋势,
从山西省农村的经济发展、社会结构、医疗体制、传统习俗等众多方面的相互
影响中,深入分析山西省新型农村合作医疗制度可持续发展的可行性和制约性
因素。进而,在借鉴已有经验的基础上,对新型农村合作医疗制度的可持续发
展的具体模式进行了详细构架,即以选择正确的新型农村合作医疗制度模式为
核心;以建立适当的新型农村合作医疗制度的支持平台为基础,充分合理发挥
中医药优势;以增加新型农村合作医疗保障的资金投入、设立专项基金为手段,
结合农村人口流动、老龄化及贫困问题采取适当措施。三个层面相互衔接、互
为补充,实现山西省新型农村合作医疗制度的可持续性。

Abstract

Chinese medical guarantee system relates to national economy and
the people’s livelihood. It always plays an important role in the social
guarantee system and serves for social economy all along. Accordingly,
medical problems for 9 billion rural people are the guarantees of our
country keeping stability and unity, and our people living in peace and
contentment. New Rural Cooperative Medical System not only results
from hasty politics but from the needs of modern rural development, so as
the important part of Chinese medical guarantee system and rural
people’s social guarantee, new Rural Cooperative Medical System can
help set up and improve the whole rural medical system, realize the
integration of urban and rural areas and enhance social civilization. A
healthy and constantly developing medical system is a project having a
major impact on future generations and mon aspiration of the
people.
