东莞基本养老保险制度的参保情况研究

摘要
经过改革开放年的发展,东莞雄厚的经济实力为其养老保险体系的
建立健全提供了强大的物质基础。同时,随着保护自我利益意识的提高,人
们必然会提出更多要求,使得养老保险需求变得突出。相对来说,东莞基本
养老保险制度已走在全国前列,但仍存在着比较突出的问题,比如说,外来
务工人员数量庞大,他们的养老保险参保率才达到,其覆盖面有待扩大。
笔者曾利用在东莞实习期间对当地基本养老保险情况进行了问卷调查,得到
了不少第一手资料。在此基础上,特以东莞基本养老保险制度参保情况作为
研究对象,通过对其基本养老保险参保基本情况分析,找出其制约因素,并
针对这些制约因素提出了提高东莞基本养老保险参保率的对策和建议。
通过对东莞基本养老保险参保基本情况的分析,本文认为东莞的参保率
在不同行业、不同所有制、不同收入以及不同教育程度人群之间存在严重的
不均衡,这与养老保险法规政策的不完善、某些政策互相矛盾、政府的执行
力不足、以及因缴费率过高导致企业个人逃避费、个人收入有差距以及对政
府养老制度的信心不足等等有关系。本文的创新点之处就是在分析制约因素
时引入了政府与企业的博弈模型,并对政府的政策执行力进行了详尽的探
讨,找出了制约东莞基本养老保险参保率低的深层次原因。
结合以上的分析情况,笔者在最后提出了一些合理化的建议和对策,如
从政府角度看就是完善养老保险法律法规,尽快解决养老金的转移问题,加
强养老保险的宣传,设计奖罚分明的制度遏制企业逃避费现象,针对收入的
不同,实行不同的养老保险缴费制度,实行灵活的缴费机制等等;同时,从
企业和个人的角度来看就是企业必须认识到养老保险意义,明确其参加养老
保险是一项法定义务,是不可推卸的法律责任以及个人要有参保意识并懂得
维护自身合法权益。

Abstract
Since the reform and opening-up policy has been carried out for 30
years, DongGuan’prehensive economic strength offer great
materials basic for its endowment insurance system to sound develop.
Meantime, with the enhancement of the consciousness of self-protect,
people will have more demands for their securities, which make the
endowment insurance demands extremely exuberant. Comparatively
speaking, DongGuan’s endowment insurance system is in advance around
the country, but there are still existing many problems, for instance, the
number of extraneous workers is enormous, there are only 28% to
participate the insurance among them, the rate of sharing the insurance is
much lower and the coverage of participants still need to be expanded
greatly. The author got the first head data by doing some questionnaires
during this foundation, the author takes DongGuan’s endowment
insurance system and the participation rate as her study objects, to
analyze the status quo of the insurance system, to find limit elements and
