论文摘要

随着我国社会主义市场经济的发展和城市基层管理体制的改革,社区已成为
我国城市社会发展的基本单元和城市社区居民获得公共产品和服务的重要场所。
“单位制”的打破,“单位人”开始转变为“社区人”,单位转移出来的社会事务
和各种服务转移到社会层面,迫切要求由社区中的基层组织、群众自治组织和商
业组织来承接。其公共服务供给状况的好坏直接关系到城市社区居民的切身利益
和生活水平的高低,进而维系“社区”这个城市社会基本单元的和谐、稳定和发
展。因此,对我国城市社区公共服务供给问题的研究具有重大的历史意义和现实
意义。
本文首先对相关概念进行界定,并对社区公共服务供给模型有影响的相关理
论进行阐述。接下来介绍了我国社区公共服务供给模型的历史变迁,在审视现有
社区公共服务状况后,结合国内外的实践探索,提出完善我国社区公共服务模式
的构想,即逐步建设多中心的供给体系,并重点分析了政府在完善社区公共服务
供给中的角色和定位。

Abstract

As China's socialist market economic development and urban grass-roots
management system reform, China's munities has e the basic unit of
social development and munity residents access to public goods and
services, an important place. "Unit system" broken, "unit one" started to change for
the "community" and units transferred from the Social Affairs and a variety of
services to the social level, there is an urgent request from the grass-munity
organizations, anizations of self-government anizations
to undertake. Its supply of public services is directly related to the quality of urban
communities and the personal interests of the residents of the high and low living
standards, thereby maintaining the "community" of the city's basic unit of society,
harmony, stability and development. Therefore, China's supply of public services in
munities the study of great historical significance and practical
significance.
In this paper, I first introduce the relevant definition, and then the supply of public
services munity-based model of an impact on the relevant theory. Down on
China's public munity of the historical changes in the supply model, look
at the munity in the state of public services, combined with the practice
and exploration at home
