摘要
慈善事业是社会一定利益的调节器,是和谐社会的重要力量。它既起着安
老助孤、扶贫济困的作用;同时又起着疏理社会人际关系、缓解社会矛盾、稳
定社会秩序的作用,具有深远的传统性和广泛的群众性与社会性。从我国慈善
事业的发展趋势来看,慈善组织的规模的不断壮大是与我国社会经济的快速稳
定发展息息相关的,由于我国慈善事业的发展滞后,带给了社会极大的消极影
响。因此,探索研究慈善事业的发展迫在眉睫。
首先,本文通过对慈善事业的发展理论进行研究,其中包括慈善事业的基
本内涵、特征,东西方慈善思想理论发展、慈善与社会保障的关系,从理论方
面奠定了研究慈善事业基础和意义。其次,本文阐述了全国性和民间性慈善组
织由少到多的蓬勃发展及其在突发灾难、社保体系、和谐自然与社会中发挥重
要作用的现状。同时也存在着社会参与程度低,慈善募集资源有限、慈善资金
使用透明度低、法律体系不健全和缺乏激励机制四个方面的问题。最后,本文
通过研究影响慈善事业发展的社会因素、经济因素和政治因素,对比西方慈善
事业宗教——慈善、传统——民间慈善——社会慈善的发展路径,取其精华弃
其糟粕,选择了政府引导——企业与民间人士参与——慈善事业,加强社会舆
论支持与监督的多元路径。同时,从慈善组织的自身建设、树立慈善组织发展
的正确目标方向、慈善资金的管理、监管机制和慈善事业发展的社会环境,特
别是结合我国具体国情和具体实例来寻求慈善事业发展给我国社会政治、经济、
文化方面带来的正负面影响,进而找出最适合我国国情并有利于我国综合国力
及社会保障事业发展的最佳途径。

Abstract
Certain interests of society charity regulator, is an important force for harmonious
plays to help lonely elderly, the role of helping the poor; while playing anizing the social
relationships, alleviate social conflicts, the role of the social order and stability, with far-reaching
and extensive traditional mass and social. The development of charity from the trend, charitable
organizations is the growing size of China's rapid and steady development of social economy are
closely related, because of China lags behind the development of philanthropy, bringing a
tremendous negative impact on society. Therefore, to explore the development of philanthropy is
imminent.
Firstly, the article laid the theoretical foundation and meaning of charity, by studying the
basic connotation of charity, characteristics, ideological and theoretical development of the
East-West charitable, philanthropic and social security relations. Secondly, this paper, a national
anizations and civil society of from less to more rapid development of its sudden
disaster, the social security system, harmony of nature and society
