太原市城乡居民教育支出探析

摘要
近年来,有关教育费用的报道频现报端。教育支出比例逐年增长,家庭教
育支出已然成为家庭消费新热点。笔者认为有必要对家庭教育支出这个热点课
题进行一次较为细致的研究和探析。
本文的数据来源于年月至年月期间对太原城乡居民家庭教
育支出的调研。运用定性分析法和定量分析法,并将二者相结合,旨在对太原
城乡居民家庭教育支出状况进行研究。笔者通过文献检索发现,大多数现有的
研究成果大多针对贫困地区或农村教育,高等教育,特殊教育等问题,但在一
个地域的广泛角度,多层次,广范围的教育支出研究还比较少。笔者此次通过
太原城乡居民的教育支出问题的探析,自认为是在此方面进行了初步尝试。
研究发现,从幼儿园到研究生教育,教育家庭支出呈”型分布,农村
家庭教育支出相比城市家庭不仅在绝对数值和支出结构的差异显着,且承受能
力也较弱。同样的现象也发生在不同收入的城市家庭中。面临被教育制度的淘
汰,不同收入阶层家庭的选择也不尽相同多子女就读的家庭,教育负担明显增
重。笔者通过调查还发现,在支付高中以下水平的公立学校教育费用能力方面
太原市不存在城乡、不同收入水平的差异,差异主要体现在支付高中以上水平
教育的能力。
因此,政府政策制定者应从引导教育观念、合理配置资源、建立健全教育
补贴制度促进城市与农村教育均衡发展,并确保不同的收入家庭的孩子享有教
育公平的权利。

Abstract
Investment in education in the family has e the new hot spot for domestic consumption,
the proportion of annual growth of investment in education and investment in education has
increasingly e an important expenditure of millions of households, we need to invest in
family education, some of the more detailed study and discussion.
Based on October 2009 to February 2010 between the Taiyuan urban and rural residents in
general the burden of family education expenditure and educational status of survey data and
interview material, integrated use of qualitative and quantitative methods in Taiyuan urban and rural
residents in household investment in education and general education burden, were studied. The
study on the contribution. Through the literature search found that the majority of existing research
results at home and abroad are concentrated in the higher education and poor rural areas the burden
of education spending and education issues, on a regional multi-level, a wide range of family
education expenditure and the burden of education relatively weak. Yet some scholars using large
data samples in Taiyuan urban and rural residents of multi-level general, a wide range of family
education expenses for research and demonstration
