摘要

中国正式加入了世界贸易组织已有五年多了从入世之初的谈判到各项承诺
的逐一兑现“先天不足”的中国医药产业在经历了“过渡期”和“后过渡期”的
缓冲之后在竞争激烈的环境中顽强地生存下来以仿制为主的西药制药业没有被
“冲垮”,医药流通业迅猛发展化学原料药的生产已初具规模。
那么当时业内普遍看好、最具有自主知识产权和发展潜力的中医药产业是否发
挥了先天优势在五年多的发展进程中找到了自己的轨迹?特别是近年来,化学药
品毒副作用不断出现,医源性、药源性疾病日益增加,化学药品研发成本巨大、医
疗费用不断上涨,传统医药重新进入了人们的视野,成为新药开发和投资的热点。
中医药作为世界传统医学和替代医学体系的一个重要的组成部分越来越受到发达
国家学术研究机构和医药企业的关注。在此情势下,我国的中医药产业能否适时的
总结经验、调整策略,利用得天独厚的资源、人才和本土优势,提高产业整体的国
际竞争力,发挥应有的“主导”作用,在“回归自然,绿色保健”的世界潮流中引
领健康模式的转变是一个值得探讨的课题。

国家竞争优势的钻石理论模型从产业国际竞争力的角度对中医药产业目前的竞争
优势和劣势进行了详细论述,提出了关于现阶段调整策略提高我国中医药产业竞争
优势方面的建议。

Abstract

Five years have passed since China’s entry to the WTO. From the
negotiation at the beginning to the mitments in the medical field
being fulfilled, the less advantaged medical industry has gone through the
transient period and managed to survive in the petition:
pharmaceutical industries(western medicine) heavily relying on copying
were not broken down. mercial medicine distribution
industry witnessed a rapid development and production of raw materials for
chemicals has taken a shape.
The industry of Traditional Chinese Medicine (TCM) has been deemed as
an advantaged industry with most potentials and ownership of the
independent Intellectual Property Right (IPR). We need to review whether it
has found a way out in the past 5 years’ development, especially in the
context of more and more concerns over side effects of chemicals, increase
of medicine-induced diseases, high cost of R&D and soaring medical
expenditures leading to the reevaluation of traditional medicine. Traditional
medicine has e a new focus of investment. TCM is an important
component of world traditional and alternative medicine. It has drawn much
more attention from the institutions and enterprises in developed countries.
Exposed to this situation, we need to study ho
