休闲农业促进农民增收的理论与实证研究

摘要
“三农”问题一直是党和政府关注和致力解决的问题随着我国小康社会
的全面开展农村的发展问题备受重视。农村地区如何发展农民收入如何提
高?都是在农村发展过程中亟待解决的问题。我国幅员辽阔农村人口比重大
如果完全依靠政府投入或农民自己解决明显比较困难那通过何种方式可以既
解决政府投入资金有限和农民自身能力发展空间有限的矛盾呢笔者认为依
靠农村自身的特点通过改变过去单一经济结构对农村经济发展的束缚,改变地
方经济增长方式,拓宽农民增收渠道增加农民就业机会,是发展农村经济,
提高农民收入的重要途径。休闲农业正是作为一种新型交叉产业,对农民增收
可以起到积极的推进作用,能够作为农村除第一产业之外的又一个重要产业。
因此,把握时机,积极发展休闲农业,促进农民收入增加对全面落实科学发展
观、推进农村经济快速发展具有重要的现实意义。
文章主要由五部分内容构成。第一部分论述了文章的写作背景和意义以及
主要内容、研究方法等;第二部分构建了一个理论分析框架。包括休闲、休闲
经济、休闲消费与休闲农业的含义及界定,休闲产业的结构划分及特征,休闲
经济与休闲产业的形成条件等;第三部分从理论的角度出发,深入分析了休闲
农业促进农民增收的作用机理,论证了一个理论观点,休闲农业是一种新型产
业,可以利用发展休闲农业来促进农民收入的增加。本文在该部分还提出了一个
总的发展模式,即发展休闲农业促进农民增收的总体模式,摆脱了农村经济发
展单纯依靠第一产业的传统思维,创立了发展休闲农业促进农民增收的新思维;
第四部分通过对山西省内晋中市榆次区后沟村的休闲农业发展状况展开研究,

详细分析发展休闲农业对农民增收的影响;最后一部分针对休闲农业发展中存
在的问题提出促进休闲农业健康发展从而促进农民增收的发展模式及长效机制
的政策建议。

Abstract
The problems of China’s agriculture, rural area and peasants are what the party and the
government has concerned about mitted to resolve. With the well-off society in our country,
to carry out prehensive rural development issues has been taken seriously. How to develop
rural areas? How to improve the e of the peasants? These are requiring urgent solutions in the
process of rural development issues. China has a vast territory, the rural population is big. If only
fully rely on funds from the government or resolutions by peasants themselves, it is significantly
more difficult. Then how can we solve the conflicts both in limited investment from the government
and in limited development space of peasants themselves? In my opinion, to rely on rural
characteristics by changing the economic structure of the past, a single rural economic development
bonds, changing the way of local economic growth, widening the channels for peasants to increase
e and increase their employment opportunities, are important ways to develop the rural
economy and improve
