山西省电子信息产业创新能力指标体系构建及评价研究

摘要
在国家“建设创新型社会”的战略背景下,作为知识密集型产业,电子信
息产业不可避免地要走在自主创新的最前端。但是,之前的大多数研究都是从
两个角度研究,一种是站在自主创新的重要性角度上,从宏观国家层面探讨自
主创新。另外一种就是单纯站在企业的角度,从企业利益出发,研究企业的技
术创新问题。但是,笔者发现很少有人就如何提高山西省信息产业的自主创新
能力做研究,这为本文提供了研究空间。本文首先在阐述电子信息产业的有关
理论的基础上,对电子信息产业创新能力进行了深入理论研究,并提炼出了山
西省电子信息产业创新能力影响因素,进而结合山西省电子信息产业自身的特
点构建了一套创新能力评价指标体系。该指标体系包括技术创新投入能力、技
术创新支撑能力和技术创新产出能力三个方面,体现了全面、系统、科学的原
则,并由此建立了山西省电子信息产业创新能力模糊综合评判模型,通过实证
分析验证了评价体系的合理性和可靠性,最后,提出了山西省电子信息产业创
新能力培育对策。
总结本文的创新点如下:
理论上:构建了电子信息产业创新能力指标体系,建立了指标评价系统;
方法上:层次分析法及模糊综合评价模型在电子信息产业创新评价系统中
的灵活运用;
实证上:山西省电子信息产业创新能力的评价。

Abstract
In the country strategy background of "Building an Innovative Society", the electronic
information industry will inevitably to be in the forefront of innovation as knowledge-intensive
industries. However, most previous studies are from two perspectives, one is standing on the
importance of independent innovation, from the macro-national level of innovation view. Another is
pure standing enterprises view, researching enterprises technical innovation from enterprises
interests. But author found few research about how to improve Shanxi information industry
independent innovation ability, which provided article research space. Firstly, this paper studied
deeply to theory of the electronic information industry innovation capability based on the
electronic information industry relevant theory, and extracted the Shanxi Province of electronic
information industry innovation factors, then builded a set of innovation evaluation index system
combined with Shanxi electronic information industry itself features. The index system includes
input capability of technological innovation, support capability of technological innovation, and
output capability of technological innovation, reflecting principles prehensive, systematic
