摘要
住宅不仅是人类赖以生存的物质基础,也是一种复杂的商品,我国住房市场经过三十年
来的不断改革,逐渐形成了三个层次的住房供应体系,即对有支付能力的高收入人群提供商
品房,对中低收入的家庭提供经济适用住房,对最低收入家庭提供廉租房。但是随着市场经
济的发展,我国住房市场开始出现失衡,这种失衡主要表现在供给和需求两个方面。在供给
方面,保障性住房与商品性住房相比,无论是从投资规模还是总量供给上都明显偏小,远远
不能发挥保障性住房应有的作用;在需求方面,由于城镇中居民购买力低下,加之各种住房
配套政策的缺乏,从而形成中低收入人群对住房的有效需求不足。除此以外,政府和开发商
片面追求房地产市场对国民经济的带动效应和经济利益,而忽略了住房的保障性,也进一步
加剧了商品房市场与保障性住房市场的发展失衡。
本文针对以上问题,运用定量研究与定性研究的方法,结合数理分析法,对保障性住房
和商品性住房的协调发展问题进行了详细深入的分析,并对我国住房的未来发展趋势做出了
一定的预测。在这些研究的基础上提出促进二者协调发展的建议,为我国住房市场的和谐发
展做出一些有益的探索。

Abstract
Housing is not only human beings’ survival material basis, but also modity.
After thirty years’ housing marketing development, we have already formed three levels of housing
provision system: That is we modity housing for high-e people, affordable
housing for middle-and-low-e people and low-rent housing for low-e people. However,
with the development of marketing economy, our housing marketing began to be imbalance, which
shows in supply and demand. On the supply side, affordable housing is obvious smaller than
commodity housing in investment scale and total supply, so it can not play its role. On the supply
side, the effective demand of middle-and-low-e people is inadequate, because of their low
purchasing power and the loss of housing supporting policies Besides, the government and
developers partly purchasing driven effect and economic profits which housing marketing gives to
the national economy and ignoring the housing safeguards intensify the imbalance modity
housing marketing and affordable housing marketing.
To solve the above problems, this paper will adopt quantitative research and qualitative
research and also link the mathematical and theoretical analysis to deeply analyze coordinated
development of Chinese affordable housing modity housing and to expect the
