运城市城镇低收入家庭住房问题研究

摘要

对于世界上的任何国家来说,住房问题都是非常重要的民生问题。随着我<br有了显著的提高,但是在住房市
场快速发展的同时,市场失灵导致城镇低收入家庭的住房困难越来越显著,住
房保障的各种问题也越来越严峻。如今我国的住房市场已经无力解决城镇低收
入家庭的住房问题,为了缓解矛盾,政府必须出面来弥补。我国政府为了维护
我们社会的和谐问题,保障城镇低收入家庭的住房权利已经成为各地政府的首
要工作。虽然近年来,国家相关部门和各地方政府都陆续出台了许多住房保
障办法,但是目前的现状是我国的政府就住房保障的各项措施没有配套执行,
经济适用房制度仍然不完善,我国廉租住房制度的建设也一直滞后等等。所以,
直到现在仍然有大部分城镇低收入家庭的住房问题没有解决。
本文结合运城市住房保障制度实施的实际情况,对运城市低收入家庭进行
了探访,通过调查分析,发现目前运城市的低收入家庭的住房现状并不乐观。
本文又通过比较运城市廉租住房和经济适用住房的现状,发现运城市在经济适
用房和廉租住房等方面存在的一些问题。本文从运城市目前的经济状况,运城
市政府制订的住房保障政策的落实情况,运城市政府相关部门的工作配合以及
在保障性住房建设问题上的态度等方面寻找原因,在文章的最后,从六个方面
提出一些对于解决运城市低收入家庭住房问题的建议,希望能对运城市今后住
房保障政策的制订有建设性的帮助。

Abstract
For any country in the world, the housing problem is a very important livelihood issues. With
the deepening of housing reform in China, the living standards of urban residents have been
significantly improved, but the rapid development of the housing market, market failure led to the
