摘要
扩大基本养老保险覆盖范围对于完善现行养老保险制度具有十分重要的意
义。扩大养老保险覆盖面是建立统一、规范、完善的社会保障体系的重要内容
是发展市场经济和建立和谐社会的客观要求是维护劳动者社会保险合法权益
的重要保证也是当前社会保障工作的一项重大任务。
在我国,企业职工在养老保险覆盖面方面做的还不够完善。因此,在本文
中主要研究企业职工养老保险覆盖面的问题。文中以山西省晋城市作为我与效率理论和生命周期理论作为基础理论,综合运
用理论研究和实践分析相结合,统计分析和制度分析相结合的方法,通过分析
该市企业职工在养老保险扩面工作中存在的问题,着力对策研究。尝试从理论
上提出解决这些问题的政策与措施。为我国其他中小城市企业职工在养老保险
扩面中遇到的问题提供有价值的资料与建议,并对完善现行养老保险制度作出
积极尝试。

Abstract
To expand the coverage of basic old-age insurance has a great significance for currently old-age
insurance mechanism. Expanding the coverage of basic old-age insurance is an important part of
building the unified, standardized and improved social security system. Expanding the coverage of
basic old-age insurance is an objective requirement of the development of the market economy and
building a harmonious society. Expanding the coverage of basic old-age insurance is an important
guarantee for the workers to safeguard the legitimate rights and interests of social insurance.
Expanding the coverage of basic old-age insurance is also a major work on current social security.
In China, It is still not perfect on the coverage of basic old-age insurance on workers. Then the
issue of the coverage of basic old-age insurance on workers is researched in this paper. The basic
theory of the fairness and efficiency theory and the life-cycle theory is used in this paper. The
method of theoretical research, practice analysis, statistical analysis and institutional analysis is
applied to analysis the existing problem and analyzing factors of the coverage of basic old-age
insurance on workers about JinCheng City, a preventative of Chinese medium and small cities. And
last, are put forward to propose solutions to those problems, and to improve the existing basic
old-age insurance.
