摘要
社会保障水平作为评价社会保障体系中的关键要素,直接反映着社会保障
资金的供求关系,并间接反映着社会保障体系的运行状况,关系着社会保障体
系发展的方向和效果。社会保障水平是否与经济发展水平相适应,对社会经济
的发展与国家的安定团结有着重要的影响。近年来社会保障制度改革的相对滞
后己经成为我国经济体制改革进一步深入发展的瓶颈,社会保障制度在实施中
所暴露出来的问题,已成为当前世界各
是社会保障制度的一个重要因素,它的适度与否对社会经济的健康发展有着相
当大的影响。
目前,山西省长治市关于社会保障水平及适度水平的研究成果不多,而且
主要集中在理论分析,定量分析比较少。由于山西省长治市现行社会保障统计
资料不完善,给社会保障水平的研究造成了很大的困难。本文通过多方搜集资
料,对长治市社会保障支出进行测定,在此基础上,利用社会保障适度水平测
定模型对山西省长治市社会保障总水平、城乡水平进行了具体分析和研究,得
出长治市社会保障总体水平比较低,结构不合理,城乡水平差异比较大的基本
结论。
一个城市的社会保障水平力争与生产力发展水平相适应,促进国民经济的
持续、健康发展是政府的一项重要任务和目标。针对山西省长治市社会保障水
平的薄弱环节,要建立符合长治市社会经济发展水平的、适度的社会保障水平,
必须从以下几个方面着手首先要继续推进社会保障制度的改革,不断扩大长治
市社会保障的覆盖面;其次,加快建设和完善长治市农村的社会保障制度,消
除贫困,提高农民的生活水平和质量;再次,提高社会保障制度的内部效率,
使制度体系趋于优化;最后,提高社会统筹层次,在更大的范围内运作管理社
会保障资金,实现社会保障基金的保值、增值。

Abstract
As a key element of social security system, the level of social security
directly reflects the supply and demand of social security funds, indirectly
demonstrates the operating condition of social security system, and
affects the effect and direction of the system’s development. It is
important for the level of social security to be in accordance with the
development of economy, which greatly contributes to the stability of a
country. In recent years, the reform on social security system has
relatively lagged behind the whole economic system reform in China, and
gradually es its bottleneck, with exposing lots of problems.
There are few research results about the social security level and the
social security appropriate level at present, and the research
concentrates on the theory analysis, and there is less quantitative
analysis. Because of the imperfect of the social security system and of the
statistical standard of the social security of Changzhi, it has caused very
great difficulty to the research of the social security level
