摘要
社会保障水平是社会保障体制改革的关键因素。社会保障水平与经济发展
水平是否相适应,对一的高
低直接关系着一个国家社会保障程度高低以及社会保障最终是否可以实现。因
此社会保障水平的过高过低都会对社会经济发展产生影响。
建立农村社会保障制度是解决“三农”问题,发展农村经济的重要保障。
农村社会保障水平过高会造成地方政府集体经济不堪重负,延缓农村社会经济
发展;然而社会保障水平过低,又会造成贫富不均,影响社会的安定团结,同
样对社会经济产生不利的影响。因此农村保障适度水平研究,为农村社会保障
保持在一个适度的水平,对发展我,维护安定团结,
巩固政治基础都具有极其举足轻重的作用。
本文以山西省农村社会保障水平的现状为出发点对农村的养老保险水平、合
作医疗水平和最低生活保障水平进行了测定,并分析了其适度水平的范围,旨
在为山西省农村社会保障水平研究提供理论参考。

Abstract
The level of the social security is an important factor during the
process of the reformation of social security system. Whether it is fit for
the level of the economic development has a crucial impact on the
development of the social economy and the stabilization and
solidification of our country. So higher or lower social security level
influences the development of economics.
The key of establishing rural social security policy is to solve the
countryside problems ,peasants problems ,agriculture problems and it’s
the safeguard of rural economics .Too high rural social security level will
make local government economics can’t afford and suspend the develop
of rural economics. However, too low rural social security level will
reflect on difference of poverty and richness and threaten the social
stability. So the researching of rural social security level can help it
keep on a level. And it plays a very important role in developing rural
economics, maintaining social equity, keeping safety and cementing
politics base.
Furthermore the essay is basic on the current situation of Shanxi
rural social security and determines the pension insurance level,
cooperative medical level and social salvation level. It also analyzes the
range of temperate level so as to supply some theory references of rural
social security level.
