摘要
社会保障制度是当今世界众多国家都在实施的一项社会政策,也是一个国
家现代市场经济体制的重要组成部分。其重要性对于中国这个正处在转型时期
的国家不言而喻言。近些年来,中国经济获得世界瞩目的高速发展,中国城市
和农村居民的收入较以前有了很大的提高,但是不同群体间的收入差距却在不
断拉大,其引发的资源分配不公等问题造成部分群众产生的不公平感,这种不
公平感对农村贫困农民的尤为强烈。如果不能妥善处理,贫富差距扩大带来的
不仅是经济的不良发展,还会造成社会的不稳定。农村社会保障体系对于农村
人口占全国以上的国的稳定与发展意义更为重大。而农村最低生活保障制度
是农村社会保障体系的基础,对保障农民利益、促进农村经济发展、维护社会
稳定发挥着重要作用。
从年开始实施农村最低生活保障制度以来,国家不断投入大量的物力、
人力和财力,积极改善贫困农民的生活状态,提高他们生活质量,帮助他们脱
贫实现小康生活的目标。这项惠民政策温暖了困难农民群众的心,受到了广大
农民的称赞。可是政策在具体实施过程中,农村低保对象的确定以及低保金发
放等环节出现诸多问题偏失了政策的目标。本文以河南省石佛寺镇为研究对象,
重在研究当下农村最低生活保障制度的实施情况,分析农村低保制度在实施过
程中遇到的问题,从与农村低保相关的政府、基层民政工作人员、农村居民等
层次查找问题出现的根源。同时,在学习和借鉴国内农村低保政策实施效果较
好地区经验的基础上,提出改善农村低保政策工作的建议和措施,把以农村低
保为对象的信息化管理加入农村低保制度的工作程序,力求农村低保政策有效
地实施,真正实现其本质目标,并为今后农村低保工作的改进提供参考。

Abstract
Nowadays, social security system that is a major part of modern market’s
economical system for one country is playing as a social policy in many countries.
The importance for China on the way of transition period in the system of polity and
economic can’t say too much. Recently years, the world witness the rapid
development of Chinese economic, the e of urban and rural residents has
increased more than before. However, the allotment unfair of resource caused by
which the increasing disparity of e among different classes make some people
have the unfair feeling, which strengthen the feeling of the poor in rural. It not only
make the economic develop in a bad way, but also make the society unstably if this
problem can’t be dealt with well. So, the rural social security system is greatly
important for China that the rural population take the 80 percent of the whole
population. And the subsistence security in the rural area, as the basics of rural social
securities’ system, play a significant role in ensuring peasants ’right、promoting the
development of the rural economic
