摘要
朔州市住房公积金管理中心是朔州市住房公积金管理的中心机构,按照“管
委会决策,中心运作,银行专户,则政监督”的管理原则,形成了计划、归集、
贷款、核算为主要内容的住房公积金管理体系,保证了住房公积金的正常运转。
但是随着住房制度改革的不断深化,住房公积金滚存额不断增大,住房公积金
管理中心如何管好用好公积金,做到收入完整,支出规范,收益准确,资金安
全,是当前公积金管理工作中的重要课题。
本文主要分三大部分:
首先,介绍了研究的背景与研究意义,以及采用的方法,阐述了住房公积
金的概念、特点、管理原则及其相关理论。
其次,在分析了朔州市住房公积金管理现状的基础上,从三个方面对朔州
市住房公积金管理进行研究:一是借鉴国内外住房公积金管理模式的先进经验,
总结出适合朔州市住房公积金的管理模式;二是分析目前住房公积金的三种主
要归集方式,选择出与朔州市住房公积金管理相适应的归集方式;三是对朔州
市住房公积金的使用进行了分析。
最后,基于对朔州市住房公积金管理模式、归集方式和使用的研究,结合
朔州市住房公积金管理现状分析中存在的问题,提出相应的对策措施,促使朔
州市住房公积金管理健康、可持续发展。

Abstract
Shuozhou housing public accumulation fund management center is Shuozhou the center of the
housing provident fund management institutions, according to "The mittee
decision-making, the center's operation, a special bank account, then the political supervision" of
the management principles, forming a plan, imputation, loans, accounting as the main content of the
housing public accumulation fund management system to ensure the normal operation of the
housing public accumulation fund. However, with the continuous deepening of housing reform,
housing public accumulation fund accumulated amount is increasing, the housing public
accumulation fund management center to properly manage and use fund, so that e should be
complete, expenditure must be standardized, revenue should be accurate, funds should be safe, is
the current fund in the management of an important subject.
The article is divided into three parts:
First of all, introduced the back ground to the study and research significance, as well as the
methods used to explain the concept of the housing public accumulation fund, characteristics,
management principles and related theories.
Secondly, the analysis of the housing public accumulation fund management Shuozhou on the
