京津冀产业结构协调发展与政府职能转变研究

内容摘要

京津冀地区是我国北方经济最发达的经济区和最大的产业密集区,具有地理位置佳、
经济基础好、科技力量强等多方面的优势,是北方地区的经济中心。但是京津冀地区的经
济发展还远未达到应有的水平,已经成为我国经济增长的一块“短板”,这是非常值得探
讨和研究的一个课题,而且具有很强的现实意义。纵观京津冀的经济发展,造成这一现象
的原因有许多,其中主要是其自身的产业结构和相应的政府职能转变存在问题。据此,本
文设计了以下三个方面的研究内容:(1)通过对产业结构协调发展理论的综述,探讨产业
结构协调的含义和评价标准;(2)根据产业结构协调的标准,对京津冀产业结构发展的现
状及协调性进行分析和评价;(3)针对上述分析结果提出政府职能转变的对策。
本文研究认为,产业结构协调是指在当地要素禀赋的基础上,包括自然资源、劳动力
资源、资本要素、交通区域差异等,能够发挥区域内子区域各自的比较优势;并且能在市
场机制和政府宏观调控作用下,降低区域内工业结构相似度,避免低水平重复建设,合理
安排劳动力结构,调整三次产业 GDP 构成,使区域内各子区域之间形成结构关系比例合理
且相互依赖,共同发展的经济统一体。按照这一标准进行分析评价的结果是,京津冀地区
的产业结构具有不协调性,因此,推动产业结构协调发展,政府职能亟待转变。
本文的创新性工作有以下三点:(1)通过对有关产业结构理论的形成与发展、产业结
构协调理论的讨论,进一步明确了产业结构协调的内含及其评价分析标准;(2)从要素禀
赋、劳动力结构和三次产业 GDP 构成等多个方面对京津冀地区产业结构的协调性进行了定
量分析;(3)依据产业结构协调性分析的结果,研究了政府职能转变的问题,提出政府职
能转变的基本思路与对策。

Abstract

JingJinJi region is the most developed economic area and the biggest industry
intensive area of northern China, it has various advantages, such as, good
geography position, better economic foundation and strong science and technology
strength, it is the economic center of northern China. But JingJinJi region’s
economic development has not reached its duing level, it has been a “short bat”
of our country’s economic growth. This is a task that we are worthy to discuss and
research, and it has strong realistic meaning. Seeing the economic development
of JingJinJi region, it has many reasons, the mostly reasons are the industry
structure and the transition function of government. So in this paper we design
three research work:(1)Through summarizing the theory of industry structure
harmony, I discussed the meaning and estimated standard of industry structure
harmony;(2)According to the estimated standard, I analyzed the actuality and
harmony of JingJinJi region;(3)In allusion to the analyzed results, I put
