内容摘要

文章先理清分工与合作理论的演变过程,突出分工合作必定会增加各方利益。接着
对京津冀区域分工合作的必要性和可能性进行分析,概括了京津冀在三个产业方面的合
作基础,总结出京津冀区域合作存在的障碍是行政区域障碍、经济发展水平障碍、产业
结构障碍、历史文化障碍、发展环境障碍等。
论文从京津冀区域的一般性和特殊性分析起,找出该区域合作中存在障碍的本质原
因。京津冀区域关系的一般性是“区域发展的点面性”,特殊性可概括为全国六个“唯
一”及中央和地方、首都与河北、首都与直辖市、直辖市与河北的四方交叉性关系,这
构成了特殊的京津冀经济发展格局。总体而言,该区域特殊性导致合作有其天然障碍。
另外,现行体制下地方政府盲目追求地区利益最大化使合作的萌芽夭折;且目前情况下
京津冀产业间关联度不强、大企业投资行为、企业体制的消极影响、支柱产业缺乏比较
优势等情况都表明促使三地企业积极合作的条件还不具备;同时个人追求最大幸福的行
为也导致合作还不能具体有效落实。无论是政府、企业还是个人,都缺乏积极合作的潜
在动力。文章最后提出京津冀区域经济合作发展的思路,以期解决现实问题。

Abstract

The article first clear off the evolution process of the theory of division of labor and
cooperation, division of labor and cooperation surely can increase all quarters benefit, then the
author analyze the necessity and possibility of division of labor and cooperation among
jing-jin-ji, summarize the cooperation’s foundation in three industries and the cooperation
barriers among this region : the administrative area barrier, the level of economic
development barrier, the industrial structure barrier, the historical culture barrier, the
development environment barrier and so on.
For this region, the author analyze the generality and particularity; find out the nature
cause of all cooperation’s barriers. The generality of this regional relation is: the region
development between spot and whole, the particularity can be described six “only” and the
central authority and local government; the capital city and Hebei province; the capital city
and the municipality; the municipality and Hebei province that four sides intersection
relations. It constituted the special economy development pattern among jing-jin-ji. Overall,
