地方政府在产业集群发展中的作用研究
摘要
政府在市场中的职能作用是政府管理研究的重要问题。在配置资源的
过程中,市场是一只“看不见的手”,政府是一只“看得见的手”,两只手的
结合使用是现代市场经济的特点。而政府在市场经济中履行职能的一般理由
是市场失灵,市场的失灵为政府职能作用的发挥提供了依据和空间。
随着全球经济一体化进程的加快,培育产业集群是提升一个区域经经济
竞争力的重要途径。产业集群的政府作用理论基础就在于弥补市场失灵和制
度失效。由于产业集群存在市场失灵现象及由此产生的市场风险,需要政府
公共政策的支持与引导,但政府的干预也必然会产生失灵,这又决定了政府
干预必须适度、有效。为此,政府干预必须顺应市场力量作用的方向,从公
共产品的供给、制度的供给、市场环境的维护、政策制定等方面,引导产业
集群合理有序发展,创造一个有利于集群发展的良好外部环境。产业集群发
展的不同阶段,对政府职能的需求不同,政府所需实施的治理重点、干预程
度也不相同。
本文主要从产业集群发展的特殊发展规律,从公共产品的供给、制度的
供给、市场环境的维护、政策制定等方面,研究政府在产业集群发展过程中
职能作用与管理模式,为我国各级政府包括广西政府的区域经济发展规划与
政策提供借鉴。

THE FUNCTION OF GOVERNMENT
MANAGEMENT IN INDUSTRY CLUSTERS
ABSTRACT
Government's function in market is always a matter of concern in the
theory of Government management. In the process of resources allocation,
the market is usually considered as an “invisible hand” while the
government a visible one. Generally, the reason for the government to
function in the market economy is because of the market failure.
With speeding up of the integration of the whole world
economy,promoting industry clusters is one of the important paths to
enhance the petitiveness of a provids a basis and
field for the Government to play its role , the theoretical foundation of
government in inndustry Cluster is that government should make up for
market’s failures and system failure. Because of the “market failure” in
industry cluster and market ing from it,industry cluster needs
support and leading from public policy. But excessive government
interference would cause “government failure”, so government intervention
should be reasonable and effective. So government intervention should
accord with the direction of the market power function .The function of
