中文摘要

产业集群是一种世界性的经济现象,是产业发展的必然趋势。产业集群的本质
是一种新型的生产组织形式,同一集群内的企业可以有效节约交易成本,提高资源
配置效率。产业集群对产业经济发展产生巨大的影响和效应,主要体现在取得外
部规模经济。目前,产业集群的发展存在着市场和政府两大主要力量。改革开放
30 多年来,我国的产业集群在竞争中演化发展。在如何促进产业集群发展问题上,
政府应当扮演何种角色一直是争论的焦点。本文将产业集群发展中政府与市场的
关系研究作为重点,研究了产业集群中存在的市场失灵和政府失灵现象。
化工产业是国民经济的基础产业之一,较其他产业具有产业关联度强的明显
特征。本文结合南通市化工产业集群发展的实际,深入分析其产业集群发展的现状
与问题。最后就如何促进南通市化工产业集群的发展向地方政府提出相关策略。

Abstract
Industrial cluster is a global economic phenomenon.,which is an inevitable trend
for the development of , it is a new kind of anization
unit, companies gatherd in the same cluster can save transaction cost and improve the
accounting effciency of cluster has an enormous effect on industrial
economic development, concentrates on scale economy and scope present,
there are two main powers to the development of industrial cluster, which are the
government and the market..With the reform and open policy being carried out more
than 30 years, the inductial cluster in China is ing ,
on the issue of how to improve the industrial cluster, it es a focus that what role
the government should ,I will take the research of the relationship between
government and markest in industrial cluster as an important point in this text. I do
research on the “ market failure” and “government failure”.
